Project Background:

The Afghanistan Value Chains Program (AVCP) will work both in crops and livestock value chains with various anchor firms to improve value chains to increase productivity in key livestock value chains, improve the commercial viability of agribusiness, and strengthen public-private agriculture service delivery. AVCP will focus on maximizing the strength and productivity of crops and livestock value chains, particularly on food security and support to women in agriculture.  Moreover, AVCP will adopt the Market system development approach to create a resilient market in Afghanistan via economic interventions is an integral part of Afghanistan’s emergency response programming. AVCP’s MSD approach will continue to spur economic growth, increasing food security and identifying channels for women to continue and increase participation in Afghanistan’s economy. AVCP is a market-driven, private sector-focused program that aims to sustainably strengthen livestock and crop value chains, resulting in increased incomes, employment, commercial viability, resiliency, and productivity throughout the target value chains.

Job Requirements:

Role’s Purpose:

The Gender and Youth Specialist will implement gender mainstreaming in the work program. He/She will work closely work with Gender and Youth Director to promote equal opportunities, a gender-sensitive work environment (where culturally appropriate) and to reduce gender or age-based discrimination. He/She will seek to identify firms led by women or young people and work closely with the Portfolio Managers to tailor support programs specific to their unique needs. He/She will support the Gender Director in the implementation apprenticeship program in Kabul and regions.

 

Objectives and Duties

  • Provide support on gender perspectives in all aspects of the work program.
  • Enhance gender equality in the value chain through gender-equitable market system facilitation.
  • Provide training and advice to selected anchor firms on issues of equal opportunities, gender-sensitive work environments (where culturally appropriate), and gender or age-based discrimination.
  • Conduct business assessment for the Apprenticeship Program in Balkh and surrounding provinces.
  • Identify opportunities for women and youth to participate in the work program. Firms led by women or youth.
  • Diagnose constraints on business growth for women and youth in both enterprise development and participation in the workforce.
  • Together with other team members, implement, supervise, measure, and report on the agreed mix of gender and youth support activities.
  • Provide the necessary support to the value chain and other technical specialists and where necessary continue their recommended activities in their absence.
  • Engage with a broad range of Project stakeholders, including anchor firms, Sector Clusters, District Officers, Community Development Committees, Supply Chain Entities, and other Development Agencies as required.
  • Contribute to project activities, planning, reports, and deliverables.
  • Ability to travel to the provinces, districts, and villages.
  • Other duties and responsibilities as agreed to by the Gender and Youth Director and Regional Director-North.

 

Qualifications

  • Bachelor’s degree in Agriculture/Livestock, Economics, Gender Studies, and Women Empowerment, with equivalent experience in women In Agriculture, Gender and youth Empowerment, Women Integration, and Gender and Youth mainstreaming.
  • Five years of experience implementing donor projects, preferably in a gender and youth support/advisory role and/or business/private sector and training support experience.
  • Previous experience working with SMEs in a support role, preferably in the livestock and Crops sector.
  • Knowledge of and/or willingness to learn more about gender and youth inclusion best practices.
  • Fluency in English and relevant regional languages.
