Job Summary:


The Project Officer (Health and Pharmacy) will be responsible for the overall planning, implementation, supervision/monitoring, coordination and reporting of health and pharmacy related activities under GAC project. He will work closely with the project manager and project team, partners, to ensure the effective delivery of health and pharmacy related activities in line with established healthcare and pharmacy related guidelines and standards. The Project Officer will provide needful and relevant technical and administrative support, supervise project staff, and contribute to capacity-building efforts within the team for health facilities staff.

Responsibilities:

  1. Provide technical support for the planning, coordination, implementation, reporting and coordination of health and pharmacy related activities of the  projects, particularly the GAC project, ensuring compliance with project objectives, timelines, available resources and priorities.
  2. The Project Officer will be responsible for ensuring adherence to pharmacy standards in management of drugs, medical supplies and medical equipment both at provincial warehouse and target health facilities.
  3. He will work in liaison and collaboration with senior pharmacy officer/pharmacy unit (in Kabul) in making certain that appropriate drug forecasts and drug consumption reports are timely submitted as well as ensuring appropriate conditions are maintain in warehouse and pharmacy/health facilities during storage of drugs.
  4. The project officer will lead in capacity building of health facility staff and dispensers in appropriate storage of medicines, pharmacy and stock management, rationale use of medicines and on time reporting. S/He will perform. He will perform a variety of support activities to coordinate pharmaceutical services in target primary health care facilities with other health staff/units (supervisors, managers and pharmacy unit/colleagues in Kabul) including conducting formal training sessions, on the job training and supportive supervision, developing job aids, supervision and monitoring tools/formats etc.
  5. He is accountable for provincial warehouse overall management including updating stock cards, supply to all HFs as per project needs, receiving and documenting supplies from Kabul, maintaining proper pharmaceutical record keeping system and reporting.
  6. In the event of a major humanitarian emergency and organization/health program needs, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. 
  7. Ensure the timely collection, analysis, and reporting of project service delivery data, and pharmacy related figures and contribute to project reports and documentation.
  8. Participate in relevant meetings, workshops, and represent the project in relevant events in coordination with provincial management colleagues/leadership/project management team.

Qualifications and Experience:

  • Bachelor’s or master’s degree in public health or pharmacy with proven and relevant work background.
  • Minimum 3 years of experience in implementing health projects, preferably in a humanitarian or development context with international or national (BPHS) NGOs.
  • Strong technical knowledge and understanding of health and pharmacy related activities at PHC/BPHS or similar projects and interventions, guidelines, and best practices.
  • Experience in project planning, coordination, and management, with a track record of successful project implementation.
  • Demonstrated experience in capacity building and mentoring of health facility and project staff.
  • Knowledge of health system strengthening approaches and community-based health care as well as pharmaceutical management related activities.
  • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
  • Strong interpersonal and communication skills, with the ability to work effectively in a multicultural and multidisciplinary team.
  • Proficiency in relevant computer applications and software for data management and reporting.
  • Willingness to travel domestically and internationally, as required.

Key Accountabilities: -

  • Maintain close working coordination with provincial office level projects’ colleagues and provincial office staff for regular HFs visits, active participation in HFs staff capacity building, supportive supervision and on time reporting.
  • Make sure that all target health facilities have all, revised and enough reporting tools, supplies and operational items including nutrition commodities (RUSF, RUTF, Super-cereals), EPI items (gas, vaccines, cold chain and reporting tools), kits etc.
  • Work with and share program, HMIS, HRD and MEAL colleagues feedback and action points with HFs relevant staff with on time reports and updates.
  • Work in liaison with the pharmacy unit/senior pharmacy officer in preparing medicines requisition and medical supplies from health facilities.
  • Receives pharmaceutical requests from different health facilities and ensures that all the requests are fully approved before delivering them.
  • Ensure stock cards are updated from time to time indicating quantity received, issued out and the balance.
  • Ensure monthly drug consumption are compiled and submitted to pharmacy unit/senior pharmacy officer and copies shared with relevant project team in time.
  • Update the facility in-charge, the clinical team and relevant project supervisor/manger from time-to-time available stock before stock out of pharmaceutical supplies to guide their prescription preference.
  • Conduct drug and medical commodity inventory checks on regular basis (quarterly) within the HFs-based pharmacy/medical stores and provincial warehouse.
  • Ensure expired drugs are separated and kept separate from other stock and relevant entities and colleagues are notified timely to facilitate its disposal as per organization standard guideline/SOP.
  • Ensure appropriate temperatures and moisture levels are monitored daily through temperature and humidity loggers in warehouse and pharmacy and appropriate conditions are maintained to support potency of medicines and supplies.
  • Together with the facility in-charge, generate monthly medicines consumption report at the end of every month.
  • Keep medicines, medical supplies, equipment and reagents safe and on shelves in clean environment and recommended temperature, humidity and light.
  • To regularly check and remove expired drugs from the shelves both at provincial warehouse and health facilities dispensaries/mini stocks.
  • Hold the health facility staff and dispensers accountable for rational use of medicine with limited prescription of antibiotics on daily basis.
