Job Descriptions:

Overall Responsibilities:

The main purpose of the Project Manager (PM) role is to supervise, monitor, and coordinate the Nutrition program scale up project in Family Health Houses (FHHs) and Non-HER Health Facilities. This includes the preparedness, coordination, and deployment of Nutrition teams in targeted locations, ensuring the quality of IMAM services for children under 5 years and pregnant and lactating women. The PM will ensure that caregivers and PLWs receive meaningful growth monitoring and MIYCN counseling in the covered facilities.

Key Duties and Responsibilities:

  • Develop detailed project implementation plans (DIP) outlining tasks, timelines & resources.
  • Coordinate with project team members & stakeholders to ensure clarity of roles and responsibilities.
  • Monitor progress against the project plan, make adjustments to keep the project on track.
  • Plan, implement, and supervise project activities in Nuristan, Nangarhar, and Kunar Provinces.
  • Ensure timely implementation of activities as per MoPH-PND and donor updated guidelines.
  • Conduct regular supportive supervisions and monitor implementation of activities in FHHs and Non-HER Health Facilities.
  • Coordinate with local authorities to facilitate smooth implementation of project activities.
  • Perform regular technical follow-ups and evaluations of field and office-based teams.
  • Identify and address problems or constraints during project implementation, proposing solutions for improved performance.
  • Participate in nutrition and health coordination meetings with partners at the provincial level (NGOs, MoPH, BPHS, UN, clusters, and other stakeholders).
  • Communicate with the Program Manager regarding activity implementation, highlighting challenges and potential solutions.
  • Provide technical support to the team as needed.
  • Uphold the organization’s charter and perform related duties as required.

Finance Responsibilities:

  • Forecast expenses for all project-related budget lines on a monthly and quarterly basis.
  • Track monthly expenses and monitor the remaining budget using Budget Follow-Up sheets.
  • Highlight budget issues to the Program Manager and finance team in a timely manner.
  • Ensure compliance with donor guidelines regarding financial expenses.

 

HR Responsibilities:

  • Ensure timely recruitment for all project positions.
  • Prepare a training and capacity-building plan for project staff and FHHs midwives, sharing  with relevant departments in advance.
  • Coordinate with MoPH and donor teams to support and facilitate training as needed.
  • Conduct appraisals for all project staff before project completion.
  • Communicate internal grievances between project staff to the Program Manager and HR department.

Reporting Responsibilities:

  • Develop bi-weekly, monthly narrative, and quantitative reports and share them with the Program Manager on time.
  • Ensure quarterly reports are uploaded to the PRP platform.
  • Draft other donor required reports and share them with the Program Manager in a timely manner.

Job Requirements:

Background/Qualifications & Skills:

  • Bachelor’s degree in Medical or Public Health; a Master’s degree in Public Health or Project Management is preferred.
  • Minimum of 5 years’ experience in a senior-level position with an Nation/International NGO or UN organization in Health and Nutrition.
  • Proven experience in team management.
  • Experience in emergency contexts, BPHS projects, and Health and Nutrition programming is an asset.
  • Fluency in English (spoken and written).
  • Fluency in local languages, Pashto and Dari (spoken and written).
  • Advanced computer skills (MS Word, MS Excel, Outlook).
  • Strong communication and reporting skills.
  • Leadership and team management abilities.
  • Capacity to establish and maintain good working relationships with team members, local authorities, and community members.
  • Ability to coordinate with other departments within the organization (technical and support departments).
