About Handicap International:

Job Descriptions:

Job Purpose:

The Supply Chain Officer will be responsible for managing procurement processes, supplier relationships, sourcing activities, and ensuring compliance with organizational policies. The role will involve close coordination with project teams, finance, operations and the logistics department to ensure timely and cost-effective delivery of goods and services essential for program operations.

 

Major Responsibilities.

 

  1. Sourcing

Establish and maintain strong relationships with suppliers:

  • Participate in optimization of sourcing strategies to improve supply chain performance:
  • Identify and engage with reliable suppliers to secure quality raw materials and services.
  • Implement sourcing strategies that align with organizational and programmatic goals.
  • Conduct supplier prequalification processes, ensuring adherence to compliance standards.
  • Work with others to establish and maintain strategic partnerships with key suppliers to foster long-term collaboration.
  • Work with others to evaluate and mitigate risks within the supplier network, including geopolitical and market factors.
  • Work with others to analyze global supply chain trends to identify cost-saving opportunities and innovative sourcing solutions.
  • Collaborate with internal stakeholders to forecast demand and plan procurement accordingly.
  • Coordinate with warehouse teams to ensure alignment between inventory levels and procurement plans.
  • Manage supplier delivery schedules and resolve any issues related to lead times.
  • Monitor supply chain performance metrics and address bottlenecks proactively.
  • Facilitate seamless communication between upstream suppliers, transportation providers, and downstream distribution channels.
  • Support the implementation of digital tools to track and optimize midstream activities.

 

  1. Procurement

Ensure efficient and compliant procurement of goods and services:

  • Work with the Supply Chain Manager to maintain supply plans in collaboration with project managers and regularly review progress.
  • Process Purchase Service Requests (PSRs) in alignment with approved supply plans.
  • Conduct procurement of goods, services, and consultancy as per organizational rules and regulations.
  • Perform market surveys and analyses to identify potential suppliers.
  • Support the Supply Chain Manager in local supplier engagement and establishment of framework agreements in coordination with other supply chain team members.
  • Build supplier/vendor capacity and ensure compliance with HI’s procurement standards.
  • Review and update supplier databases and price lists to support program needs.
  • Prepare and manage procurement documents, including RFQs, RFPs, Supplier Bid Analyses, Supplier Purchase Orders, Framework Agreements and Contracts.
  • Monitor and maintain the Procurement Status Monitoring Chart (PSRMC) for timely updates and reporting.
  • Provide weekly procurement updates to line managers, finance, and project teams.
  • Ensure proper archiving of procurement files in both electronic and hardcopy formats.
  • Address audit feedback related to procurement processes.
  • Provide system support and training for procurement tools as required.

 

  1. Supplier Relationships

Establish and maintain strong relationships with suppliers:

  • Develop and maintain a pool of reliable suppliers for various categories of goods and services.
  • Negotiate favorable terms and conditions with suppliers to optimize costs and ensure quality.
  • Conduct quarterly price reviews and provide recommendations to the logistics manager.
  • Ensure compliance with local regulatory requirements in supplier dealings.
  • Monitor supplier performance and provide feedback for continuous improvement.

 

  1. Compliance and Reporting

Ensure adherence to HI policies, procedures, and maintain transparency:

  • Comply with organizational and donor procurement guidelines.
  • Prepare and submit regular procurement status reports to the Supply Chain Manager.
  • Conduct periodic reviews of procurement files to ensure audit readiness.
  • Maintain up-to-date records of all procurement activities and contracts.
  • Collaborate with the finance team for monthly reconciliations of procurement expenditures and forecasts.

 

  1. Emergency Procurement Support

Support emergency preparedness and response operations:

  • Ensure readiness for emergency procurement needs by maintaining supplier databases and pre-negotiated contracts.
  • Coordinate with logistics teams for the rapid procurement of goods and services during emergencies.
  • Provide procurement support to emergency response teams as required.

Job Requirements:

Qualifications and Skills:

  • Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, Project Management or any related business field is essential, Or.
  • Master’s Degree in Supply Chain Management, Logistics, Business Administration, Project Management or a relevant discipline is preferred, Or.
  • Humanitarian Logistics Certification, such as the Certification in Humanitarian Logistics (CHL), is beneficial for candidates with an NGO background and with over 3 years’ experience.
  • Over three (3) years of progressive experience working as a supply chain officer with International Non-Governmental Organizations (NGOs), including expertise in procurement, logistics, inventory management, fleet, and compliance with donor regulations and humanitarian standards, OR
  • Strong organizational and negotiation skills.
  • Proficiency in procurement systems and tools.
  • Excellent communication and interpersonal abilities in English, Dari and or Pashto.
  • Knowledge of local procurement regulations and market dynamics.
  • Working knowledge of and or familiarity with ERP and Supply Chain Systems, such as LINK or similar platforms, is highly desirable.
