Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

 

 

 

Job Descriptions:

  • Prepare monthly payroll for BDK region including review and reconciliation accurately and in a timely manner.
  • Maintain and update payroll records and related employee data in the HRIS.
  • Collaborate with the HR and Finance team to ensure payroll is error free and cross checked for accuracy and resolve any payroll discrepancies or issues.
  • Prepare monthly payroll file “hard copy” for BDK region including EPHS
  • Prepare monthly tax reconciliation reports and annual tax statement.
  • Prepare monthly hiring / separation report and facilitate full and final settlements” for out-going employees.
  • Collaborate with finance and other departments to ensure timely and accurate settlements.
  • Address any queries or concerns from departing employees regarding the settlement process.
  • Ensure implementation of compensation and benefits policy/guidelines.
  • Participate in job evaluation exercises ensuring parity and equity across job functions within the organization.
  • Prepare and formulate the annual increment sheet of all the regions and present it to the management.
  • Ensure that all the payroll documents are timely prepared for Auditors.
  • Assist in managing the HRIS and ensure accurate and up-to-date employee information.
  • Prepare HR reports and metrics pertaining to employee data and manage the HR dashboard, ensuring accurate and up-to-date information.
  • Prepare all reports and information related to annual budgets. 
  • Prepare HR reports as required by AKHS,A management, MOPH and Head Office.
  • Manage attendance and leaves data in HRIS system for BDK region staff.
  • Support the setup of new employees in HRIS.
  • Any other task as assigned by supervisor.

Job Requirements:

Education:

  •  Bachelor’s / master’s in human resources management / finance

 

Experience:

  • Minimum 3 years of relevant experience in Human Resource Officer level
  • Exposure of international donor organizations is a plus       
  • Minimum 1 years of relevant Payroll administration experience is a must

 

 

Skills:

  • Excel proficiency and HRIS
  • Good problem solving and interpersonal skills.
  • Fluency in English language, both written and verbal and good knowledge of local languages

Technical Skills:

  • Being able to develop, formulate and design payroll.
  • Experience in the usage of HRIS
  • Proficiency in (Microsoft office Suite)
