It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Key Responsibilities

The Site Engineer Assistant will:

  • Conduct site assessments and surveys to determine appropriate water sources (spring, groundwater, borehole, etc.), route for pipelines, topography, and community water needs.
  • Produce detailed engineering designs (gravity or pressure line systems, distribution network, reservoirs/reservoir tanks, pumping stations or solar‑pumps if needed), technical drawings and BoQs.
  • Prepare materials specifications (pipes, fittings, valves, storage tanks, pumps, etc.), ensuring suitability for local context and durability.
  • Oversee procurement coordination: support procurement staff to define required materials, quantities, quality standards, and manage quality assurance.
  • Supervise construction works: pipeline installation, welding/joints, testing (hydraulic pressure test, leak test), installation of reservoirs/pumps, sanitary tap‑stands or household connections.
  • Ensure health, safety, and environmental standards during construction — safe excavation, trenching, backfill, sanitation, safe handling of materials.
  • Maintain site documentation: site diaries, progress reports, material reception records, quality control checklists, as‑built drawings.
  • Commission the water supply network, carry out water quality testing (if included), ensure functional delivery of water to households or communal taps.
  • Develop operation & maintenance (O&M) plan — schedule for regular maintenance, leak detection, repair, community‑based maintenance committees or local maintenance teams.
  • Provide technical training or orientation to community members or local staff (if relevant) for maintenance, user‑awareness, water system use and hygiene practice.
  • Objectives of the Assignment:
  • Design, plan, and oversee construction of water supply networks (pipe‑scheme) — including intake (spring / well / borehole), pipes, distribution network, storage/reservoirs or storage tanks, pumping stations (if needed), and household or communal tap‑points or stand‑pipes.
  • Ensure construction quality, compliance with WASH and engineering standards, durability, safety, and sustainability of water supply infrastructure.
  • Prepare technical documentation: design drawings, bill of quantities (BoQ), material/pipe specifications, cost estimates, scope of work packages.
  • Supervise and monitor field works: pipe laying, welding/fittings (if applicable), pressure or gravity lines, installation of reservoirs/pumps, testing, commissioning.
  • Coordinate with OHW WASH team, community stakeholders, procurement/logistics, and any implementing contractors.
  • Develop a maintenance plan for the water supply network, including community-based maintenance (user committees or technical teams) to ensure long-term functionality.
  • Support hygiene promotion in parallel with water supply — raise community awareness on safe water use, operation of tap‑points, maintenance, leakage reporting, water conservation, etc.

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Water Resource Engineering, Environmental Engineering or related discipline.
  • Minimum [3-5] years of experience in design and construction of water supply networks (pipe‑scheme, distribution networks, reservoirs / pumping systems) — preferably in WASH / humanitarian / rural water supply projects.
  • Prior experience with NGOs, humanitarian organisations or in rural water supply projects (especially in Afghanistan or similar contexts) is a strong advantage.
  • Good communication and Writing skills in Dari, Pashto & English languages.
  • Good knowledge of designing & office Packages and B&Q.
  • Technical Skills:

  • Proficiency in preparing engineering drawings, BoQs, material specifications, pipe network design (gravity or pressure systems), hydraulic calculations.
  • Familiarity with relevant design standards for water supply networks; understanding of local materials, procurement, supply chain constraints.
  • Ability to supervise site works, quality control, pipe laying, installation, testing, commissioning.
  • Report writing, documentation, site supervision, communication, coordination with different teams (WASH, procurement, community, contractors).
