    Title of Extender: ECD officer (M&E)

    Duty Station: Kabul, Afghanistan

    Specific Tasks/Activities

    • Sign and adhere to standardized Code of Conduct (CoC)sign standardized Code of Conduct (CoC) and adhere to all behavioral standards outlined in the CoC following receipt of orientation to the CoC by the LTA Holder.

    • Monitoring and Evaluation: Conduct monthly program visits to ECD centers and generate field visit reports with advice on corrective actions needed. Review and update the monitoring and evaluation tools and instruments. Capacitate the ECD team on the developed M&E tools and instruments. Compile M&E reports from all provinces in a timely manner. Lead baseline and endline surveys including enumerator training, data collection, data entry, data analysis and report writing according to Client standards. Ensure data collection quality assurance at each stage of data collection throughout the project lifetime.

    • Collaboration and Networking: collaborate with Client zonal office teams and other ECD parenting team members (ECD master trainers and officers) and create good working relations with relevant stakeholders, including local authorities, community leaders, and other organizations working in the field of child and family welfare.
    • Compliance with Environmental and Social Safeguarding (ESS):
    • Conduct and document stakeholder engagement activities, including ESS and GRM awareness sessions.
    • Engage in ongoing collaboration and communication with the required stakeholders to support ECD program.
    • Ensure ECD classes have GRM systems, including GRM logbook, incident logbook designated focal points, and Client call center posters.
    • Record and resolve grievances within the reporting month.
    • Ensure that implementation of ESS measures is monitored on regular basis.
    • Reporting: All ECD officers (M&E) will submit regular monitoring reports including ESS requirements through activity info (the officers will receive orientation on how to report through activity info).

    DELIVERABLE(s)

    • All ECD officer (M&E) get oriented to standardized Code of Conduct (CoC) and sign it.
    • Monthly field visits conducted. One comprehensive monitoring and evaluation tools package developed, field tested, and translated. At least 1 orientation session conducted to all ECD team on M&E tools. Weekly/Monthly progress reports are compiled and submitted. 1 baseline/endline report submitted.
    • Weekly/monthly meetings participated.
    • All ECD centers are compliant with ESS requirements.

    Minimum Qualification and Experience:

    • - The ECD officer (M&E) must have at least graduated from the Master's degree in statistics, mathematics, international development, MBA, ECD, education, or relevant fields.
    • - Minimum of 10 years of relevant experience in the education sector including at least 5 years' experience in program monitoring, management, and supervision.
    • Proficiency in project monitoring and evaluation functions including baseline and endline surveys, impact assessment, data collection and analysis, and analytical report writing.
    • Fluency in one of local languages (Dari/Pashto) and proficiency in English is a must.
    • Proven experience in conducting learning assessments for primary level or early childhood assessment is must.
    • Familiarity with ECD assessment tools (e.g., World bank anchor items for measuring child development) or a similar primary or early childhood assessment tool is an advantage.
    • - Deep understanding of the cultural and social context in Afghanistan, with sensitivity to local customs, traditions, and challenges faced by caregivers.
    • - Strong interpersonal and communication skills, with the ability to establish trust and rapport with project team and beneficiaries from varying backgrounds.
    • Knowledge of early childhood development and early childhood education and gender issues in Afghanistan is an advantage.
    • Previous work experience with Client's Afghanistan ECD and parenting programs is an asset.
