Organization for People’s Health in Action (OPHA) is a non-profit seeking, non-governmental national NGO established in 14/10 /2017 (1396/07/22) in Afghanistan. OPHA is dedicated to saving the lives and relieving the sufferings through capacity building of health system cadres, emergency management and developmental programs in the country ,implementation of community development projects and empowering the youth and women to contribute to the development of Afghan nation. OPHA activities are focusing on providing health assistance, health programs and social development to vulnerable communities in Afghanistan. OPHA is founded by a team of experienced public health specialists and trainers with technical and managerial experience in national and international organizations for many years.
The organization is officially registered with the ministry of economy with registration ID # 4280
The organization has dedicated professionals with a passion to make quality health care in Afghanistan accessible to vulnerable strata. The senior management team has developed and earned an in-depth knowledge of health care needs, expertise in delivery of health care services and participated in the improvement of the health and community development sector in Afghanistan through implementation of BPHS and EPHS and many other relevant vertical projects.
The effective leadership tenure/experience of OPHA senior staff at high level at
MoPH Afghanistan in curative health system as MoPH Curative Department Director
and the OPHA general director and founder has a master degree in community
development and conservation from united States reputable entities is a great asset and
is to be overemphasized in leadership and organization/ project management. Such rich,
diverse and strong accumulation and matrix of leadership background ensure and back up
the development and implementation of quality management of projects.
Job Description
I-GENERAL Responsibilities:
The overall scope of work for Health Supervisor / Field Monitor is planning, implementing, supervision, monitoring, data verification/cross check and following up of health programs and activities service delivery of MHNT project in Laghman,Kunar and Nangarhar provinces in line with the MHNTstandards and work plan of the project.
II-SPECIFIC DUTIES:
The project Health Supervisor / Field Monitor is responsible for accurate, consistent, and reliable recording and reporting systems in the relevant MHNTss. S/He will monitor the MHNTss during the month to:
- Ensure active participation in MHNTs’ data verification/cross-check as per TORs
- The Supervisor has the responsibility to supervise and follow the medical and non-medical side of MHNTs in coordination with the project manager/In charge
- At the end of the month, s/he will check all the registers with the reported information of the MHNTss and ensure that they match with each other and there is no discrepancy between registers and the reported data (focus on the accuracy and consistency of HMIS data in related MHNTss).
- During the month, s/he will conduct OPHA prepared checklist, MHNT standards, in theMHNTs and submit the filled checklist to the management of the sub-office for follow-up.
A. M&E
- Develop and plan a detailed M&E work plan for health facilities based on the project activities. Leading the target setting for key project indicators
- Apply standard National HMIS in all MHNTses under the project
- Monitor the HMIS indicators at the MHNTs as well as overall at the project level.
- Provide support to the standard HMIS database and DHIS2 database
- Provide reliable, accurate, and timely information and reports for informed planning and decision making at the project level, and Provide feedback, prepare action plans and follow up.
- Ensure timely submission of disease outbreaks to NDSR both at the central and provincial levels.
- Attend related meetings on monthly quarterly and ad hoc bases in the province.
B. Quality of Health Services:
Implement the quality assurance/improvement initiatives and approaches (HQIP, IP, waste management, etc.) in the assigned MHNTs s including all phases (planning, implementation and evaluation) where applicable.
C. Supervision and Monitoring:
- Support the project management team in adopting a supportive supervision approach in MHNTs
- Develop a detailed supervisory action plan at the beginning of each month for the assigned area and submit the timely monthly report to the Line Manager.
- Conduct regular visits on a monthly basis to the MHNTs Cover all sections and staff categories of the MHNTss in providing support and on-the-job training during supervisory visits
- Use specific checklists developed for supervision purposes
- Identify gaps, areas to be improved, challenges and obstacles in service delivery, find appropriate solutions and address the gaps and problems accordingly.
- Seek support, where needed, from other staff, supervisors and stakeholders who can contribute to solution of the identified problems, gaps and challenges
- ProvideMHNTs staff with appropriate feedback and take on-the-spot actions where possible and within the jurisdiction of his/her authority
- Implement and follow up the agreed actions till the identified gaps are filled and challenges are overcome
- Conduct meetings with the MHNTs staff at the end of each supervisory visit and share all points to be improved.
D. Recording and Reporting:
- Ensure all the activities under this scope of work mentioned under A to D are properly documented.
- Ensue that project-related data is collected, analyzed, and used for further improvement of MHNTs services and management.
- Support the project manager and technical manager in developing Monthly Updates and reports
- Support the project manager and technical manager in preparing Technical reports of the project based on the MoPH standard format
III- Hierarchy Reference:
- Being Responsible for the project manager
- Working in coordination with All teams.
IV-INTERDICTION:
- To speak on behalf of OPHA- without permission from the line manager,
- To use OPHA- property for his own benefit,
- To make sure that the rule and regulation of OPHA is respected
- Being in a condition of intoxication (drug, alcohol...) or transporting drugs or alcohol while on duty,
- All other interdictions are stipulated in the HR Policy and Procedure Manual along with the disciplinary measures.
Job Requirements
QUALIFICATION AND REQUIREMENTS:
- Medical Doctor (MD) is must
- Fluent in English and local languages.
- Good communication and presentation skill.
- Having proper leadership skills
- Familiarity with Laghman ,Kunar and Jalalabad Province highly preferred
- Travel to the pre-defined districts of Laghman ,Kunar and Jalalabad Provinces is must
WORK EXPERIENCE:
- 3 years of experience in the managerial position.
SKILLS:
- Excellent knowledge of the English language (verbal and written)
- Excellent interpersonal skills
- Proactive approach to solving issues.
- Ability to work both independently and as part of a team
- Ability to create a supportive working relationship with all project teams
- Ability to work under pressure
- Ability to work on Microsoft Office, Excel, World

All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
