About MEDAIR
Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.
Job Description
Main activities
Cashier duties
- managing safe accounts
- in charge of disbursing money for PDF’s and making cash payments as requested by budget holders
- reviews PDF’s (receipts, logistics paperwork, coding, and signatures) submitted for payment
- keep a cash flow statement of every PDF given to staff for purchases or payments via a PDF tracker
- responsible for closing safe accounts at the end of the Medair financial month
- track outstanding PDF closures at end of financial month
- make a cash count at the end of every week or whenever necessary and/or requested
Payments
- sign on PDF for Finance Authorisation up to USD 500
- assign fund coding with QLIK and online BvA for PDF up to USD 500
- Bank Accounts handling (only while covering FO)
- prepare bank transfer and cheque payments
- manages bank batches on Field Connect
- prepare weekly and monthly reconciliation
Tax
- assist in tax payment, track deadlines and supplier payments
- liaise with tax office on a weekly basis minimum
- assists in preparing the Annual Tax Return
Administration
- implement and maintain related administrative procedures
- responsible for maintaining a good record of all expenses paid by safe and bank accounts manage own filing and archiving
- ensure archiving in accordance with GSO requirements
- provide written and oral translation as necessary and request external assistance when necessary
General
- contribute to the smooth running of the finance department
- contribute to good relations between all departments in Medair Afghanistan
- ensure good communication to all staff (Kabul and field locations)
- responsible for assisting the Finance Officer as necessary and with comprehensive support
- be flexible, willing to assist in other areas of work as requested
- ensure timely reporting of issues to the senior finance officer and manager.
- ensure immediate notification of any suspicion of fraudulent activity amongst staff and external links
- ensure all procedures and activity is in accordance with Afghan NGO law and Tax Law
- ensure office and personal workspace is well organised and kept tidy
Job Requirements
Education:
Diploma in accounting/finance
Relevant experience:
2 years of working experience for an NGO as Finance Assistant
Languages:
Fluent Dari oral and written skills
Good English oral and written skills
Computer:
Good understanding of MS Word and Excel
Experience using scanners, copiers and file naming
Organizational capacity:
Able to prioritise
Able to manage time efficiently to meet regular deadlines
Team building:
An excellent team player
Willing to assist in Medair work where applicable
