The head office of the organization is in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

The primary goal of the Senior Child Protection Officer is to lead and manage the provincial office operations, programs, and staff effectively. This involves implementing child protection initiatives, coordinating with relevant stakeholders, building partnerships, and advocating for the rights of children within the Region.

  • Provide strategic leadership and direction to the provincial office team, ensuring alignment with organizational goals, policies, and procedures.
  • Oversee the planning, implementation, monitoring, and evaluation of child protection programs and activities at the region level.
  • Develop and maintain effective partnerships with government agencies, NGOs, community-based organizations, and other stakeholders to enhance collaboration and coordination in child protection efforts.
  • Supervise and support staff members, including Officers, social workers, and support staff, fostering a conducive work environment, and promoting professional development.
  • Represent the organization in provincial forums, meetings, and working groups related to child protection, advocating for policy change, resource mobilization, and improved service delivery.
  • Conduct regular field visits and assessments to monitor project activities, identify challenges, and assess the impact of interventions on children and communities.
  • Prepare timely and accurate reports, including progress updates, donor reports, and case studies, to document achievements, challenges, and lessons learned.
  • Stay abreast of developments in child protection policies, laws, and best practices, and incorporate relevant changes into program strategies and interventions.
  • Ensure team members have individual monthly work plans prepared in advance of that month and update as vital.
  • Work with team to ensure projects are implemented in conformity with the RRAA program framework promoting and protecting rights, participation, capacity building, partnership, and well-rounded planning.
  • Share with CPM promptly and identify and recommend solutions to technical issues.
  • Ensure interventions follow the RRAA’s program strategy, national policies, CP Minimum Standards as well as regular field supervising visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team, and providing professional development mentorship.
  • Serve on coordinating bodies and represent RRAA in relevant partner meetings such as the CP Working Group, and Case Management Working Group.
  • Any other related tasks assigned by the line manager.

Job Requirements:

Required Education degree:

  • Bachelor’s degree in community development, psychology, social work, sociology, and other social sciences relevant.
  • Certification or other recognized courses on Protection, Child Protection, Gender-based Violence, International Humanitarian Law or another relevant subject
  • Basic knowledge of child protection principles and programming approaches
  • Strong interpersonal skills, ethical sensitivity and ability to effectively communicate with children and their caregivers
  • Knowledge and awareness of inter-agency Child Protection in Humanitarian Action tools, guidelines and other resources is an asset
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently
  • Must have basic level computer skills- Word –Excel
  • Commitment to and understanding of RRAA’s aims, values and principles

Experience:

  • Minimum 5 year of experience implementing protection or child protection programs in humanitarian settings
  • Experience in community mobilization and conducting outreach activities
  • Experience in implementing program with case management and psychosocial support components is desirable
  • Worked in a team setting and able to collaborate effectively with other stakeholders:

 

Preferred Knowledge and Qualifications:

  • Master’s degree in community development, psychology, social work, sociology, and other social sciences relevant.
  • Prior experience in working with INGO is preferred
  • Prior experience working as a child protection focal person
  • Prior experience in fragile contexts and humanitarian response

Travel and/or Work Environment Requirement:

The position is based in Herat with frequent travel to (Ghor, and Farah) provinces.

Language Requirements:

Excellent English communication skills (both oral and written) as long as knowledge of the local language
