The head office of the organization is in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Descriptions:

  • Oversee implantation of project in the target districts in line with agreed project proposal.
  • Ensure provision of livelihood opportunities and psychosocial support for IDPs and Returnees in settlement through vocational training and skills building opportunity and psychosocial assistance to target vulnerable project participants.
  • Conduct pre-assessment visits to potential project sites and evaluate the feasibility of sub-projects that are recommended to donors for funding whenever required or asked by Project Manager
  • Conduct monitoring visits to project sites as fall necessary and/or asked by Project Manager.
  • Enhance documentation system; collect appropriate data, case studies and information from communities.
  • Closely monitors expenses at provincial level and makes sure they are in line with budget allocations for individual line items.
  • Makes sure that expenses are properly recorded,
  • Monitor staff performance and conduct performance appraisals.
  • Review field-monitoring reports and submit them on a timely basis to his/her supervisor.
  • Provide support when needed or requested by field staff.
  • Ensure that field staff visits all project participants.
  • Recommend rewards or recognition as appreciate based on good performance.
  • Manage field visits and technical training for field staff.
  • Determine future training needs, based on performance appraisals.
  • Assist livelihood officers in the design and conduct, as appropriate, training activities aimed to enhance Vocational trainings for (project beneficiaries.
  • Conduct midterm review of Individual Operational Plan (IOP) and Annual Performance Assessment and Agreement (APAA) of the direct supervisees and provide feedback.
  • Identifies direct supervisees development needs and forward them to the PM and livelihood officers.
  • To coordinate any security related issues with staff members in district and provincial level.
  • Linkage with governmental provincial department, stakeholders and communities and participate in necessary meetings.
  • Strengthening capacity of communities to articulate underlying causes of problems and advocate with authorities for change
  • Monitor implementation of vocational training courses centers Settlement, as distribution of toolkits.
  • Ensure that the monitoring system for training provides all the necessary information to measure project monitoring indicators.
  • Ensure effective implementation of the project through regular visits to training centers and home-based, assess and report vocational trainings activities and other training related to the PM.
  • Ensure that monitoring system and data records on vocational training activities are adequate to assess progress and to take measures in a timely manner for adjustments.
  • Ensure gender sensitivity in program delivery and a gender balance in program outputs.
  • Facilitate exchange of information among field staff and prepare periodic report.
  • Ensure effective implementation of program developed M&E system at the provincial levels.
  • Regular visit to project target districts
  • Facilitate field staff meetings to review project progress and identify problems.
  • Record project lessons learned and challenges, report them to Project management.
  • Be ready for projects presentation at any time and for any visitor by keeping the presentation material update.

Carry out any other tasks that fall necessary and/or assigned by Line Manager.

Job Requirements:

EDUCATION:

  • University Degree or equivalent from a reputable educational institute.

WORK EXPERIENCE:

  • Experience in project management, community development is an asset.

SKILLS:

  • Excellent knowledge of written English and Computer Application is a must.
  • Working knowledge of Pashto and Dari is required.
  • Good experience of problem analysis.
  • Fluency in written and spoken English Dari and Pushto languages.
