About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

About the Project: Afghanistan is extremely vulnerable to the impacts of climate change due to its high sensitivity and low adaptive capacity. Climate projections for Afghanistan suggest a future of higher temperatures, reduced rainfall, higher evapotranspiration and increased frequency of extreme events such as droughts, storms, floods, landslides and avalanches.

Job Description:

The Social Organizer will be an integral part of the Climate Change Adaptation and Rural Livelihoods (CARL) project team in Ghazni province, tasked with facilitating community engagement, promoting social cohesion, and empowering local stakeholders to participate actively in project activities. Working under the supervision of the Project Manager and in close collaboration with project partners and stakeholders, the Social Organizer will play a crucial role in fostering inclusive decision-making processes, strengthening community resilience, and enhancing the sustainability of project interventions.

Duties and Responsibilities:

  • Community Mobilization: Facilitate community meetings, focus group discussions, and participatory workshops to mobilize local stakeholders, raise awareness about project objectives, and solicit input and feedback from community members.
  • Stakeholder Engagement: Build and maintain effective relationships with community leaders, government officials, and other relevant stakeholders to ensure their active involvement and support for project implementation.
  • Capacity Building: Organize training sessions, skill-building workshops, and awareness campaigns on topics related to climate change adaptation, sustainable livelihoods, natural resource management to enhance the knowledge and capabilities of community members.
  • Targeting: Promote principles across project activities, ensuring equitable participation and representation of marginalized groups, and persons with disabilities in decision-making processes and project benefits.
  • Community Needs Assessment: Conduct participatory assessments and surveys to identify community needs, priorities, and vulnerabilities related to climate change impacts, livelihood challenges, and access to resources, and use the findings to inform project planning and implementation.
  • Community-Led Initiatives: Support the development and implementation of community-led initiatives and action plans aimed at addressing local challenges, leveraging local resources, and fostering sustainable solutions to enhance livelihoods and resilience.
  • Monitoring and Evaluation: Assist in monitoring project activities, collecting data, and documenting progress, challenges, and lessons learned, and contribute to the preparation of regular progress reports, case studies, and success stories for internal and external dissemination.
  • Documentation and Knowledge Management: Document project experiences, best practices, and success stories through written reports, audiovisual materials, and digital platforms, and contribute to knowledge sharing and learning events to facilitate replication and scaling-up of successful approaches.
  • Ad Hoc Responsibilities: Undertake any other duties and responsibilities assigned by the Project Manager or senior project staff, demonstrating flexibility, adaptability, and a commitment to achieving project goals and objectives.

  • Education and Experience: Bachelor's or Master's degree in Social Sciences, Development Studies, Community Development, or related field, with a minimum of 2 years of relevant experience in community mobilization, social organization, participatory development, or related fields.
  • Technical Skills: Proficiency in participatory approaches, community organizing techniques, and facilitation skills, with experience in conducting community assessments, organizing events, and facilitating inclusive decision-making processes.
  • Interpersonal Skills: Strong communication, negotiation, and interpersonal skills, with the ability to work effectively with diverse stakeholders, build trust and rapport with community members, and resolve conflicts and tensions in a constructive manner.
  • Gender and Social Inclusion: Demonstrated commitment to promoting gender equality, social inclusion, and human rights principles, with sensitivity to cultural norms, power dynamics, and barriers faced by marginalized groups.
  • Language Proficiency: Fluency in English, Pashto, and Dari (spoken and written) to communicate effectively with community members, government officials, and project stakeholders.
  • Analytical Skills: Strong analytical and problem-solving skills, with the ability to collect, analyze, and interpret data, identify trends and patterns, and develop evidence-based recommendations for programmatic interventions.
  • Work Ethic: Self-motivated, proactive, and results-oriented, with a strong work ethic, integrity, and a genuine commitment to social justice, community empowerment, and sustainable development principles.
  • Travel Readiness: Willingness to travel frequently to project sites and rural communities within Ghazni province for field visits, meetings, and training activities, often in remote and challenging environments.
