About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Descriptions:

Job Purpose:

The role of the Humanitarian Access & Security Officer (HASO) is aimed at ensuring the safety and security of HI’s staff and goods at all times through supervising and effective implementation of risk mitigation measures, security frameworks/tools, and protocols. Support the Area Manager with follow-up on the Humanitarian engagements at the base level.

The Duties and responsibilities may include but not limited to: 

1. Support the Area Manager with Security Management of the base.

  • Conduct regular site security assessments for each HI facility and site of interventions.
  • Undertakes monthly checks of office and guest houses to ensure appropriate safety and security procedures/equipment are in place and functional (in coordination with the Logistics Department)
  • In coordination with the Logistics Department, monitor that all vehicles are properly equipped with safety tools, maintained, and driven as per HI Safe Driving guidelines.
  • Ensure the communication and safety equipment functions at all times (sat phone, cameras, phone lines, tracking systems, fire extinguishers, existing doors, etc.).
  • Provides security clearance to HI staff movements based on the security and safety situation and in coordination with the Area Manager.
  • Report any safety and security information that could potentially have an impact on HI staff or operations to the Area Manager and to the HSAM and HALS.
  • Reports immediately any breach of safety and security rules and regulations to the AM and the HASM.
  • Ensure that all security and safety documents should be updated periodically at the Base level. 
  • Follows up the application of security procedures, analyses, and formalized lessons learned to the AM and the HASM.
  • The incumbent has to participate in INSO, UNDSS, and ACBAR meetings and share minutes with HASM, HALS, and AM.

 

2. Support the Area Manager with context monitoring:

  • Gains a thorough understanding of security issues and develops effective security-related information collection.
  • Follows the evolution of local and regional context as well as national and international context when necessary.
  • Supports the diversification of information sources and capitalizes information about key contacts in the specific area.
  • Develop your networking to gather and cross-check information obtained from the area.
  • Monitors media, social media, and any other relevant information-sharing platform daily.
  • Continuously monitors and assesses the safety and security situation in his/her areas of responsibility and shares relevant safety and security updates/ information followed by advisories with staff and management promptly and as appropriate.
  • Provide biweekly updates on the security indicators and monthly situational reports and share the report with HASM and AM.
  • Conduct regular monthly support visits from HI’s intervention districts and share the report with HASM and AM.
  • Supervise Radio operators, Guards, and drivers of the base and prepare their Annual Appraisal Process.
  • Any additional tasks delegated by the immediate supervisor.

 

3. Provision of security training:

  • Ensure induction for the newly recruited on the security guidelines.
  • Provide semi-annual refresher training on the security guidelines for all the staff in the base.
  • Contributes to developing training material and delivering training to staff.

 

4. Humanitarian Access

  • Supports the AM on the preparation of exploratory visits and the opening of new areas.
  • Updating the engagement matrix and other documents on a specific periodic basis and sharing them with HASM and HALS.
  • In close collaboration with HALS and AM, conduct regular follow-ups on the documentation required for the introduction of new projects with government-relevant departments in the province.
  • Follow up on the project implementation letters from the government line departments and submit the projects’ activities reports along with implementation letters to the Department of Economy in the province.
  • Follow up with sectorial departments for the pending feedbacks on the MoUs and maintain close collaboration with HALS and AM on this matter. 
  • Schedule and follow-up meetings between AM and authorities for engagements on access-related issues at the provincial level.
  • Document all the provincial engagement letters in coordination with the provincial programs team and share them with HALS.
  • Conduct and update regular stakeholder analysis. As well as liaise with province authorities as per program needs.

  • Bachelor’s degree in the relevant field
  • Minimum 3 years in the humanitarian field  relevant to  (Access, Liaison, security, and safety) with I/NGO
  • Strong experience in context analysis and networking
  • Ability to work under pressure with a high level of personal organization and flexibility
  • High level of autonomy
  • Time management and ability to meet concurrent deadlines
  • Strong command of Microsoft Office Package
  • Good skills in mapping using mapping software/technology
  • Good communication and reporting skills
  • Commitment to humanitarian principles and to HI’s mandate
  • Strong interpersonal and intercultural skills

  • Fluency in English and local languages
