About TLO

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

The Eco DRR Trainer will be responsible for leading the Disaster Risk Reduction rlated tasks within the Climate Change Adaptation and Rural Livelihoods Project in Ghazni Province, Afghanistan. This role involves designing, implementing, and evaluating training programs to enhance community resilience to natural disasters and climate-related risks. The trainer will work closely with project stakeholders, local authorities, and community members to ensure effective integration of DRR strategies into project activities.

Key Responsibilities:

  • Develop comprehensive training modules and materials on Disaster Risk Reduction tailored to the Ghazni Province context and project objectives.
  • Facilitate training sessions for community members, local government officials, and project staff on topics such as hazard identification, risk assessment, early warning systems, and emergency response planning and so on.
  • Collaborate closely with project teams to mainstream DRR principles into project planning, implementation, and monitoring activities.
  • Provide technical guidance and support to project staff and community partners on DRR methodologies and best practices.
  • Monitor and evaluate the impact of DRR interventions, identify lessons learned, and recommend adjustments for continuous improvement.
  • Contribute to the development of reports, success stories, and documentation related to DRR activities as required by TLO and project donors.
  • Perform other duties as assigned by the supervisor in line with project needs and organizational policies.

Job Requirements

  • Bachelor’s degree in Disaster Management, Environmental Science, Geography, or a related field. A Master’s degree is preferred.
  • Minimum of 3 years of relevant experience in Disaster Risk Reduction, preferably in Afghanistan or similar contexts.
  • Proven experience in developing and delivering training programs, workshops, or capacity-building initiatives.
  • Strong understanding of climate change adaptation strategies, community resilience, and sustainable development principles.
  • Excellent verbal and written communication skills in English and proficiency in Dari or Pashto languages preferred.
  • Ability to work effectively in a multicultural environment and with diverse stakeholders.
  • Good report Writing skills.
