The IRC is the recipient of a new, USAID-funded 5 year basic education program, named the Accessible and Quality Basic Education (AQBE), Afghanistan. The AQBE will support more than 200,000 children in both  public and CBE education across 8 provinces to address key barriers and challenges facing equitable access to quality learning through:

  1. Improving the delivery of quality instruction in foundational skills and the delivery of wellbeing support for students by educators;
  2. Reinforcing community school management and family engagement to sustain access to learning;
  3. Increasing the transition rate of CBE students into public schools; and
  4. Sustaining equitable learning opportunities for all learners.

 

The AQBE project, under the leadership of the Chief of Party (COP), is housed by the IRC, but includes a dedicated Project Management Unit (PMU), who oversees ensuring coordination across the 7 AQBE partners, technical standardization for all project delivery, and transparency, accountability and reporting to USAID for all supported activities.

Job Descriptions:

The PMU Operations Manager is responsible for.

 

Planning and Operation

  • Implement sustainable and robust procurement and logistics systems for the efficient and effective delivery in areas of operations following IRC policies and USAID Compliance guidelines.
  • Support Project Managers in developing grant-specific procurement plan and ensure all the requirements are consolidated for efficient cost-effective procurement processes.
  • Ensure efficient and timely ordering of all items procured to ensure goods and services are available in operation when needed, including transportation and storage facilities up to and including the delivery to point of distribution. 
  • Ensure compliance with donor requirements, rules and regulations relating to IRC procurement manual, local procurement regulations and anti-corruption measures.
  • Closely liaise with Partner Supply chain and Administration staff for providing technical guidance and ensuring regular monitoring of partner transactions.
  • Ensure that all Vendors and Service Providers are fully vetted, conform with the USAID vetting requirements and IRC protocols of vendor acquisitions.
  • Ensure that all contracts are properly managed, renewal dates planned, and payments are processed correctly and in a timely manner.
  • Ensure that all Donor and IRC Assets are correctly identified, physically labelled, entered, managed, and traced on system.
  • Ensure that all Project Warehouses in Afghanistan are managed as per IRC policy in an effective and efficient manner. All Stock is entered, listed, and managed on system to ensure up-to-date digital stocks records. Ensure that all dead/expired stock is dealt with promptly and addressed with the relevant program colleagues.
  • Ensure that all fleet management operations are in line with IRC policies including regular reporting requirements, monthly.
  • Provide support and inputs for new project proposals and budgets as and when requested.
  • Build procurement and logistics capacity within project and partner’s operations team Supply Chain Team by developing appropriate training plans, ongoing on the job support and onboarding of new staff, including familiarisation training for IRC policies and systems and USAID guidelines.

 

Organisation, administration, and personnel management

  • Overall responsibility for the management of the Supply Chain team, including oversight of Emergency Response – procurement, storage, transport, and distribution activities.
  • Oversee the observance of the Code of Conduct within the Supply Chain department, ensure that staff in the department fully understand what corruption is and are trained at least once a year on the detail of the Code of Conduct and anti-corruption measures.
  • Ensure that all project staff are aware of the correct procedures to ‘whistle-blow’ on corruptive or inappropriate behaviours and/or any other breaches of the IRC Code of Conduct
  • Ensure that all suspicions and allegations of corruption are reported to the DFA/CoP immediately,
  • Ensure travel arrangement of all project staff through registered vendors. Liaise with CO teams for visa and other logistics arrangement for project teams.

 

Key Performance Indictors

  • Periodic field visits are conducted to ensure quality, capacity and compliance at all IRC Office and Partner locations and reports of finding, remedial actions are shared with the DFA.
  • All approvals on procurement and logistics documents are correct as per the approved SoD.
  • Regular meetings with operations Team to be held to review activities and include a Lessons Learnt Exercise to discuss any prevalent or recurring issues with operation activities.
  • All consumable, regular purchased items and/or items identified in the Procurement Plan will have a Purchase Agreement (PA) in place.
  • Procurement plan is place and monthly reviewed.
  • Procurement tracker report submitted monthly to DFA.

Operations Risk register maintained for all possible risks to project implementation

Main Responsibilities:

  • Support all procurement and procurement processes for AQBE partners (INGO and NGO);
  • Support AQBE partners with training and capacity development needed to undertake all required AQBE procurement and logistics in a standardized, transparent and Value-for-Money driven fashion;
  • Support warehousing, fleet, logistics and procurement functions for all AQBE PMU project deliverables;
  • Support proper standardization and compliance of all bulk- AQBE procurement across project partners

Job Requirements:

  • 5-7 years of logistics, supply chain support experience
  • Bachelor’s degree or equivalent experience, master’s degree is preferable in operations, logistics, supply chain management.  
  • Excellent communication and coordination skills  
  • Excellent communication skills in Pashto, Dari
  • Wiling to travel and conduct field visits regularly.
