Humanitarian Organization for Sustainable Action in Afghanistan (HOSAA) is a national non-profit, non-governmental, non-political and humanitarian organization established and registered with No. 4673, 2019 at the Department of NGOs in the Ministry of Economy the Islamic Republic of Afghanistan. Although the organization is professionally managed by a group of committed young professional Afghans with years of experience in governmental and non-governmental organization in and outside of Afghanistan.

Beside HOSAA has cluster membership and playing role as an active partner with FSAC (The Food Security and Agriculture Cluster) in Afghanistan was established in 2008, is co-led by WFP and FAO with Welthungerhilfe as NGO in a co-chair role. The FSAC has had a dedicated Cluster Coordinator since October 2010. In 2011, the FSAC underwent a review process which resulted in a TOR being developed which identified the FSAC's main aim to provide an action-oriented forum for bringing together national and international humanitarian partners to improve the timeliness and effectiveness of humanitarian assistance on the lives of crisis-affected population in Afghanistan. The FSAC is also operational at a sub-national level in two regions of Afghanistan, with additional subnational structures currently being established. Over 174 partner organizations country-wide are active in the FSAC, including 63 international NGOs, 79 national NGOs, 3 Red Cross/Crescent related organizations, 6 state-level line ministries, 14 UN agencies, 2 research institutes, 4 donors and 3 embassies. On the other hand, HOSAA has UNICEF nutrition cluster membership and HOSAA is working impartially and have close relationship with all cluster members of the Nutrition Cluster, and closely participation in all conducted meetings. The nutrition cluster is accountable to the Humanitarian Country Team and Humanitarian Coordinators through the lead agencies (Save the Children and UNICEF).

Additionally, HOSAA got Gender in Humanitarian Action Working Group (GiHAWG) membership in 2020, as the main role of this network is the contribution is aiming to protect and promote afghan women and girls human rights through access to essential services, humanitarian assistance livelihoods and income opportunities, improved voice and agency and support from a resilient Afghan women’s movement.

The primary focus of HOSAA is on the grass root level, on the problems of the poor considering the primary areas of concern; GBV (Gender Based Violence), education, health, food security and livelihood

Job Descriptions:

Job Description:

To support with administrative, planning and coordination of activities envisaged in the programme. This will include engagement with the staff and other relevant stakeholders. The Programme Officer will also provide administrative support to HOSAA office on programme specific activities as and when required in line with her job description.

Roles and responsibilities:

  • Attending to all administrative activities and queries related to the program
  • Attending all donor meetings and providing them relevant data.
  • Provide data support to proposal & Concept writing.
  • Provide support to project team to ensure effective management and timely implementation of work plans and budgets.
  • Ensure timely compilation of situation updates, project and monthly narrative reports for field, in accordance with required reporting formats.
  • Assess, design and implement interventions to meet identified needs and strengthen local capacities in consultation and participation of local people.
  • Manage and implement programme interventions to achieve programme outputs and objectives, including monitoring and mid-term reviews in accordance with HOSAA requirements.
  • Follow-up on programme submissions and document submission movement
  •  Oversee day-to-day program operations and activities.
  • Coordinate with internal teams, partners, and stakeholders to ensure smooth program execution.
  • File all submissions and program documents, ensure the safekeeping of documentation and maintain a good filing system
  • Organize and facilitate meetings, workshops, and events related to program activities
  • Ensure adequate availability of office consumables and stationery
  • Ensure that all confidential documents are treated as required
  • Program Administration and support;
  • Engage with relevant stakeholders at central and provincial levels and other partners as required by the program to ensure full implementation of program activities
  • Schedule and plan for program meetings, conference calls, and events
  • Record and take minutes of program meetings and events
  • Manages the mail register, receiving of documents, registering the documents, and disseminate documents to the relevant stakeholders
  • Support timely reporting to all relevant stakeholders
  • Perform other related duties as directed.

  • Excellent knowledge of computer MS Office
  • Good communication skills in Dari, Pashto and English.
  • Minimum one-three years’ experience in relevant filed with NGO or INGO
  • Understanding and sensitivity to cross cultural issues
