Job Descriptions:

Job Porpose

The MEAL Assistant supports the implementation of Monitoring, Evaluation, Accountability, and Learning activities under WFP SSER and across all projects. This role primary assist M&E officers, reporting to Zonal MEAL Coordinators in ensuring accountability through managing feedback mechanisms, conducting field monitoring, and supporting data collection, analysis, and reporting. The MEAL Assistant plays a key role in maintaining accurate data for WFP SSER  project performance tracking, contributing to post-distribution monitoring, and cross-verification assessments. Additionally, the position supports capacity building, adherence to safeguarding policies, and the implementation of learning and knowledge-sharing processes across teams.

 

Major Responsibilities 

Accountability:

  1. Support Humanitarian Accountability Coordinator in set up of CRM through the existing channels also in conducting the awareness sessions.
  2. Assist the HAC in entering the registered complaints and feedback collected through boxes or other channels to the accountability tool.
  3. Report to HAC regarding the AAP establishment in all operation areas of WFP project through the WVA four pillars of AAP.

Monitoring and Evaluation:

  1. Support M&E officers or separately conducting timely and accurately monitoring of project data and process through field visits.
  2. Support M&E officers in leading the post distribution monitoring (PDM) starting from raising PRF, orientation of data collectors and supervision of data collection process.
  3. Support M&E officers in leading the cross-verification assessments starting from raising PRF, orientation of data collectors and supervision of data collection process.
  4. Conduct regular and onsite project monitoring activities
  5.  Undertake and lead the data collection process for all WFP surveys in close discussion and coordination with M&E Officer
  6. Develop kobo forms for PDM data collection processes.
  7. Train and orient enumerators on data collection tools and methods

Learning & Knowledge Sharing:

  1. Tracking the project Indicator Tracking Table (ITT) on a monthly basis.
  2. Support project manager to report the project indicators achievements on a monthly basis.
  3. Support M&E officers in contributing to sharing key lessons learned from monitoring processes to inform program improvements.
  4. Having well-organized and error-free filing system with up-to-date project data, enabling informed decision-making and reporting. Working on the box Folders specific to MEAL and IM.
  5. Developing and updating a learning tracker for WFP project
  6. Verifying and validating the ITT numbers and achievement against the target

Reporting:

  1. Support M&E officers in drafting e the  post-distribution monitoring reports and ensure to apply the supervisor comments and feedback to improve quality of reports.
  2. Cleaning, analysing and sharing the beneficiary verification results.
  3. Conduct data quality assessment on monthly basis to ensure that the data reported correspond with the support documents.
  4. Drafting the on-site monitoring reports focusing on reflecting key issues observed by proper recommendation to the project team and sharing report to ZMC.
  5. Facilitate smooth communication between project teams and MEAL departments, ensuring that information flows effectively for ongoing learning and adaptation.
  6. Support M&E officers in processing the payments of data collectors and report to finance at the end of each reporting month.

Capacity Building:

  1. Assist in the training of field staff and partners on data collection tools and MEAL processes, enhancing team capacity in monitoring, accountability and learning activities.
  2. Adhere to WV Child and Adult Safeguarding policy and standards.
  3. Adhere to WV accountability standards and SoP.
  4. Adhere to the WV Afghanistan Humanitarian.
  5. Perform other task that would be assigned by line supervisor.

 

Job Requirements:

Required Education, training, license, registration, and/or Certification

University degree in relevant fields such as evaluation, demography, business studies, statistics, social science, and management or computer science.

 

Required Professional Experience

At least one-two years of relevant work experience in data collection and conducting assessment and use of M&E tools and processes.

Strong expertise in training and working with all type of beneficiaries including, children, women, elderly, People with Disabilities, and other community members.

Experience in data collection, data processing or analysis, participatory assessments, training and facilitation and orientation of data collectors

Experience in supervision of data collectors during surveys and assessment troubleshooting and providing guidance.

Good level of analysing and report writing and information dissemination skills

 

Preferred Experience, Knowledge and/or other Qualifications

Basic English knowledge, digital data collection tools e.g. Kobo collect, LMMS, ODK
