Job Descriptions:

Scope of the work:

The Planning, Monitoring and Evaluation (PME) Manager is responsible for overall planning, monitoring and evaluation initiatives. It is a program management position, responsible for direction of the PME unit to ensure accomplishment of overall issues related to planning, report writing, organizational policy development/revision, monitoring, and evaluation and research activities. He/She in addition, is responsible for continuous situation analysis/market survey to capture available opportunities for the expansion of organization.

Responsibilities:

A-General responsibilities

  • Act according to the policy of SAF
  • Keep confidential with issues related to SAF
  • Develop Spirit of co-operation and understanding among members of the team
  • Follows SAF's established policies, procedures and objectives; continuous quality improvement initiative works/ performance.

 B-Specific responsibilities

  • Overall responsible for the activities related to the Planning, Monitoring and Evaluation (PME) Unit.
  • Leading and supervising the Planning, Monitoring and Evaluation (PME) Unit team.
  • Facilitates and finalizes overall organizational annual plan and annual report.
  • Ensures effective coordination and communication within SAF’s departments, units and field offices for all the activities related to the Planning, Monitoring and Evaluation (PME) unit.
  • Ensures effective and efficient working relation with relevant governmental and non-governmental organizations, UN agencies and donors. Assist other departments in developing monitoring checklists and questionnaire for the purposes of monitoring, assessment, surveys and evaluations.
  • Ensure the existing projects are being run in line with the contractual requirements through regular and effective monitoring activities and supportive supervisions.
  • Ensure that all objectives specified in annual and project plans are included within the scope of agreed projects, or are strictly tracked in the view of key performance indicators.
  • Gathering required information regarding available opportunities for the fund raising purposes.
  • Ensures registration of the organization with relevant agencies and information sources (Line ministries, Donors, websites, newspapers, relevant networks and etc) for the fund raising purposes.
  • Develops/revises effective management information tools in close collaboration and cooperation with relevant departments.
  • Evaluates overall organization development and provides recommendations to the program director, takes the lead of the activities related to developing them organization annual reports, brochures, calendar and general publications and disseminates them among the relevant stakeholders.
  • Conducts regular researches and studies in collaboration with program departments to provide facilitation for evidence-based decision making at the level of organization as well as at the national level.
  • Ensure proper QQM is well implemented in all HFs of the targeted provinces.
  • Ensure consistency and accuracy of the HMIS data in all HFs of the targeted province.
  • To conduct regular performance assessment of the existing situation (HMIS verification, HF functionality, MSS, QQC, QQM, etc…), provide the feedback and develop comprehensive follow up action plan.
  • To establish a well designed distance monitoring system from project sites. 
  • Prepares monthly activity reports of the unit and submits it to program director.
  • Conducts annual performance appraisal of her/his direct subordinates in timely manner
  • Ensures timely generation of organizational annual work plan
  • Ensures timely generation of progress report versus organizational annual work plan
  • Establishes and maintains a proper record keeping and filing system within the PME unit.
  • Performs any other related duty assigned by program director

Job Requirements:

Qualifications and requirements:

  • Graduated from recognized medical university.
  • Master degree in public health and or relevant field with 5 years of working experience in planning, monitoring and evaluation with NGOs, UN agencies and government in senior managerial positions.
  • Excellent verbal and written language skill of English, Dari and Pashto
  • Excellent interpersonal communication skill
  • Excellent computer skills of MS- Office Package (Word, Excel, Access, Power Point and Publisher)
  • Excellent time management skill
  • Excellent conflict management and troubleshooting skills
  • Ability to travel extensively within Afghanistan as well as abroad
  • Excellent team builder / player
  • Effective business communication skill
  • Ability to perform multiple tasks simultaneously

 

Performance Indictors:

  • Annual plan of PME UNIT is developed and submitted to program director by 5th of the first month of the year.
  • Overall organizational work action plan is compiled, transferred to MS project software and submitted to PD by 30th of the first month of the year.
  • All field offices are visited at four times per year.
  • All staff of the unit is appraised once per year
  • Twelve monthly activity reports of the PME unit are finalized and submitted to PD
  • Overall organizational progress report versus work plan are compiled, transferred to MS project software and submitted to PD by end of the year
  • At least 90% of SAF management meetings are actively participated Field offices’ queries are responded within maximum three working days
  • Ninety percent of tasks are accomplished within the deadlines
  • All operational manuals are revised at least once per year in close cooperation with operation director
  • SAF’s website and domain is regularly updated at least once per quarter
  • SAF calendar (Solar) is developed and published by 15th Hoot of previous year
  • SAF’s annual report is developed, published and disseminated among the relevant stakeholders by15th January of each year
  • SAF brochure is developed and published by 15th Hoot of previous year
  • A copy (both hard and soft) of each submitted EoI/LoI and proposal is recorded and maintained
  • Proper filing system is maintained within the PME unit.
