Job Overview:

The purpose of the Shelter community supervisor is to facilitate implementation of shelter in assigned community and village and day to day monitoring of project.  

Job Descriptions:

Caution: This is a community-based position; therefore, only candidates from Kabul City are eligible to apply.

 

Generic responsibilities: 

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Prepare and develop status reports as required by management.
  • Data collection and analysis.

 

Specific responsibilities

  • Active Participation in assessments and beneficiary selection.
  • Be Informed on Implementation methodology, beneficiary selection criteria, construction materials providing, cash amount as per Instalment and total, also participation in formation of groups and knowing its Importance.
  • Preparing BoQs for Shelter upgrades, signing MOUs with BFs for ensuring BFs and NRC responsibility for accomplishment of the project.
  • Familiar with the cash-based interventions projects and its implementation.
  • Provide an enabling environment for the implementation of cash-based interventions such as CFR and shelter upgrades.
  • On a regular basis Provision of weekly plan and reports.
  • Mobilization and cohesion of people & beneficiaries.
  • Community supervisor will organize and conduct coordination meetings with CDCs and community elders and local authorities.
  • Daily monitoring and implementation of activities according to the given plan.
  • Facilitate field visit of any visitor to the areas of concern.
  • Timely notice of changes, challenges and issues concerning.
  • Report the abuse of shelter material or any kind of corruption concerning the shelter project.
  • Facilitate the process of distribution of shelter material/cash and ensure the receipt of cash instalments to the beneficiaries.
  • On need basis work with ICLA officer for verification of legal documents (NID and lease contracts).
  • The community supervisor is responsible for timely completion of construction activities of shelter project in his /her concerned village(s)
  • Support other NRC /CCs activities in concerned villages.
  • Facilitate and solve any conflict that might emerge within the beneficiaries / community regarding shelter activities with the support of project staff.
  • Any other task assigned by supervisor, which relates to the category of mentioned responsibilities.

Job Requirements:

Generic professional competencies for this position:

  • 2 years’ experience in similar job or community mobilization. 
  • Graduated from Civil Engineering or relevant.
  • Familiarity with humanitarian principles and Kobo app.
  • Knowledge of cash-based interventions and market-based programs.
  • Fluency in local languages (Dari and Pashtu both written and verbal, preferably Pashto), and familiarity with English language is necessary.

 

Context/ Specific skills, knowledge, and experience:

  • Graduated from Civil Engineering/equal field with 2 year experience.
  • Fully aware of assigned community and village.
  • Good problem-solving skills.
  • Knowledge of IDPs and returnees in the area.
  • Able to record IDPs and returnees’ movement in the area.
  • Good interpersonal skill.
  • Honest, accountable, and natural
  • Good communication skills.
  • An ability to work independently and in collaboration with others.
  • To enjoy assessing people.
