Alongside the Ministry of Public Health, AFGA has been working in the field of Reproductive Health since its inception. AFGA is a fully accredited member of the International Planned Parenthood Federation (IPPF) and an important partner of UNFPA.

A committed team of more than 600 experts are working in 11 provinces of Afghanistan to achieve AFGA goals and objectives. AFGA provides health services to the most vulnerable and hard to reach communities through over 140 service delivery points.

Job Descriptions:

Job Summary:

AFGA seeks a FHH Project Supervisor with a previous background of working on health-related projects in leading & supervisory roles. FHH Project Supervisor will be Responsible to lead and manage the project's technical and operational/field staff at the provincial level in addition, He/she will be Responsible for the day-to-day management of the project's technical aspects and overseeing the implementation of the project activities in line with the project's work plan.
Provide support in developing the capacity-building action plan based on the outcomes of any field missions, as well as analyzing ongoing/completed projects and the effectiveness of the RH emergency preparedness and response mechanism for humanitarian assistance and Family Planning services in the provinces in close collaboration with all stakeholders. In addition to internal control measures, the FHH Project Supervisor's main responsibility will be coordinating and working closely with local authorities for the smooth implementation of the project on provincial and district levels.

Specific Responsibilities:

Project management:

  • The FHH Project Supervisor should oversee the overall implementation of the relevant project activities in all target areas/communities.
  • The FHH Project Supervisor is responsible for supervising the project activities including medicine supply, RMNCAH services through FHHs and other types of health facilities, and mental health activities at the provincial level.
  • The FHH Project Supervisor is responsible for effectively allocating resources to the related activities/interventions.
  • The project FHH Project Supervisor shall conduct regular field visits to ensure the accurate implementation of the project on the community level.
  • The FHH Project Supervisor will track the target achievement for FHH and other health facilities services provision, address all the gaps, and preparation of action plans for project activities considering MoPH and project donor’s standard guidelines.
  • The FHH Project Supervisor will take care of administrative duties in the project office and liaise with concerned departments.
  • Develop and submit the required reports of the project in close coordination with the AFGA M&E team to the related provincial HMIS department.

Coordination:

  • The project FHH Project Supervisor will represent AFGA in all health services-related meetings and coordination platforms particularly PMDC, RMNCAH, and other meetings on the provincial level.
  • The FHH Project Supervisor will attend the humanitarian coordination meetings at the regional level to ensure the visibility and presence of AFGA and project donors on regional and provincial levels.
  • The FHH Project Supervisor will attend all the internal meetings to ensure the presentation of the AFGA Jawzjan sub-office.
  • The FHH Project Supervisor will process the submission of project 6-month reports to the provincial health and economy department and gain the confirmation of the project implementation as per MoE requirements.

Financial management:

  • Providing support in the project budget plan development internally.
  • Regular tracking of allocated budget expenditure to avoid any under and overspending of the budget.
  • Checking all financial requests, financial documents, and financial reports to ensure the validation and existence of supporting documents as per AFGA policy and project donor requirements.

 

 

Job Requirements:

  • Graduated from a well-known medical university with completion of MoPH exit exam (if applicable).
  • The priority will be given to candidates with previous experience with managing health projects on the provincial level particularly familiar with the FHH project.
  • More than 5 years of Proven experience working with health-related projects as a manager particularly the experience of working for BPHS and RMNCAH projects.
  • Strong communication and supervision skills and knowledge.
  • Ability to conflict management and problem-solving on the team level.
  • Ability to work in MS Office package for developing different documents (plans, reports, graphs).
  • Strong English ability in writing.
  • Being able to travel to project sites on the community level.
  • Strong ability in project stockholders’ analysis.
  • Ability to conduct supervision of the project activities.
  • Ability to develop project budget plans considering the project needs and budget availability.
  • Working for humanitarian assistance projects is a plus point and priority will be given to local candidates.
