Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA employs a balanced approach, combining “hard” interventions (e.g., infrastructure, resource management) with “soft” interventions (e.g., capacity building, advocacy) to address the needs of communities affected by climate and humanitarian crises.

REHA’s unique strengths include designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising awareness. These efforts are complemented by physical interventions and community empowerment and development initiatives aimed at building resilience against natural and man-made disasters, emergencies, and climate change impacts.

With over 19 years of expertise, REHA’s team excels in climate change governance, disaster risk management, and environmental protection, supported by strong capabilities in program management, organizational strengthening, and financial and operational oversight.

About Project:

The CRALE project will be implemented in Chak District, Wardak Province, a region highly affected by climate change, including droughts and erratic rainfall, which impact on agricultural productivity. The area's reliance on subsistence farming leaves its population vulnerable to food insecurity and livelihood challenges, worsened by poverty and limited infrastructure.

To address these issues, CRALE will promote climate-resilient agriculture and renewable energy access. By providing agricultural inputs and training, the project aims to enhance local adaptive capacity and reduce reliance on non-renewable energy. Benefiting 88 households, with a focus on women and marginalized groups, it will improve food security and foster sustainable development.

 

Job Descriptions:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer  is responsible for supporting the monitoring and evaluation of the organization's programs, projects, and activities. The key responsibilities of this role include:

Function 1: Provide Field Monitoring and Oversight

  •  Assist in supervising monitoring and evaluation, community mobilization, and project teams during project surveys and assessments.
  • Conduct regular field visits to project sites to gather data and provide feedback for improvement.
  • Support proper monitoring and reporting (M&R) systems at the provincial level as per guidelines.
  • Facilitate the collection of accurate and timely data on project indicators and other information needs.
  • Document project learnings and lessons learned for dissemination and future project enhancements.

Function 2: Planning, Data Management, and Reporting

  • Assist in developing monitoring and evaluation tools such as forms, questionnaires, and relevant reports.
  • Help analyze and report on project progress and performance on a monthly, quarterly, semi-annual, and annual basis.
  • Support the development of monitoring and data collection plans in consultation with the MEAL team/officers and project teams.
  • Maintain updated databases and trackers at the organization.
  • Prepare and submit project reports as per donor and REHA requirements.

Function 3: MEAL Support and Capacity Building

  • Participate in the MEAL aspects of the project at the headquarters and provincial levels.
  • Assist in establishing and maintaining a data filing system for the project.
  • Provide support in training program teams on activity monitoring and reporting.
  • Collaborate with the program department in project assessments and data collection.

Relationship and Coordination:

  • Ensure coordination of MEAL activities with REHA managers, project/field supervisors, and other relevant stakeholders.
  • Collaborate with project/program teams at the field level on MEAL-related matters.
  • Provide required data and information on project progress and results to relevant provincial-level functions.
  •  Assist in MEAL-related events with other projects and initiatives.

Job Requirements:

  • Bachelor or higher degree in public administration, economics and management, environmental sciences/management, climate change, natural resources management, disaster management or related fields.
  • Minimum 2-3 years of experience with national and international organizations in projects management and proposal development.
  • Strong English, Pashto and Dari, both written and spoken skills.
  • Effective coordination and communication skills
  • Strong report writing and translation skills in English, Pashto and Dari.
  • Proactive and independent approach to work under pressure, ability to maintain positive working relationships and willingness to undertake additional responsibilities.
