About Western ISP & ICT Solutions:

Western ISP & ICT Solutions Services Company began its business operation as a hardware and network solutions providing company in January 2016, and the company has developed the team for running ISP business during the year of 2017 and collaborated with leading ISP and GSM companies in Afghanistan. The Company invested in ISP section and in a short period of time it has built its infrastructure to operate as an independent ISP company and acquired its ISP license from Ministry of Communication and information technology – ATRA (Afghanistan Telecommunication Regulatory Authority in May 2022. Western is focusing exclusively in high quality and cost-effective internet services  across Afghanistan. We are advancing on a tremendous pace and with involvement of skilled and experienced people working in the organization. Western is aimed to provide solutions and ISP services for all sectors and sections in Afghanistan.

Job Descriptions:

Technical responsibilities: HR functions, HR Duties and Immediate notification of any suspicion of fraudulent activity amongst staff and external links.

General responsibilities:

  • Adherence to Western ICT & ISP Solutions Services Company policies and Nationally recruited Staff Handbook and to contribute to the wellbeing of the team as an active member.
  • Adherence to Afghan NGO Law and Tax Law.
  • Adherence to all according Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.
  • Uphold the humanitarian principles of humanity, neutrality, impartiality and independence.

MAIN ACTIVITIES

Recruitment:

  • Conduct day-to-day HR functions/operation as they relate to national staff at the (HERAT) office.
  • Handle and process all recruitment steps as per the organization policy for staff hiring in HERAT and do follow up on recruitment regularly.
  • Set up written tests and/or interviews in coordination with department heads when incumbent is requested.
  • Ensure all the nationally recruited staff have a current employment contract.
  • Updating of staff personnel file regularly.

Performance appraisal:

  • Assist line managers and staff with performance review.
  • Support to assess staff performance challenges and plan/oversee capability reviews with the support of HR Manager and Support Team Manager.

Timesheet/Payroll data/ account opening:

  • Working on staff timesheets and any necessary information required for Kabul HR team for making payroll.
  • Pay slips cross check after salaries payment and report any changes on staff grading, steps, allowances and extra/less payment within next payroll data.
  • Coordinate with the Finance team and Bank for account opening of new joiners.

 

Communication/coordination & External representative:

  • Maintain open and frequent communication within Kabul HR Office related to all HR issues and if any update on policies.
  • Ensure colleagues are informed of the required HR procedures and be available to answer HR related questions in the absence of the line manager. Provide coaching and guidance as necessary when job challenges arise in absence of the line manager.
  • Coordination with Western ICT & ISP Solutions Services Company other departments (Admin, Finance, Technician dept., Sale & Marketing dept., ext.) to ensure have a good plan for the HR recruitment, staff amendments, capability review, probations, and any new project HR planning.
  •  Support Team Managers and regularly coordinate with Admin & Finance Manager and performs for any HR/Administrative related issues.
  • Provide 3 months’ report regularly to the COE while prepared and completed by exile chart.

Database/system (HR)/other IT related:

  • Ensure all staff has personnel files, contain all relevant documentation and information, uploaded on Share Point and Western ICT & ISP Solutions Services Company employees according to Western ICT & ISP Solutions Services Company policy.

Planning/Trainings/ Induction/onboarding & Policies:

  • Assist in conducting Western ICT & ISP Solutions Services Company monthly ethical training if need with the coordination of the line-managers and Project Coordinator.
  • updating the annual/monthly calendar of training and making sure employees training records/certificates are updated in HR system and shared with Kabul if needed.
  • Training of staff on Western ICT & ISP Solutions Services Company HR system.
  • Liaise on staff induction between new joiner and department heads, scheduling and to ensure the new joiners have a good impression from Western ICT & ISP Solutions Services Company on his/her new joining days.
  • To ensure all new joiners have read the Western ICT & ISP Solutions Services Company HR policies and sign them.
  • Follow-up with line managers on the timely planning of staff leave and holidays, as well on the properly registering the leaves before the leave.
  • With the support of the line-manager assist all staff with Western ICT & ISP Solutions Services Company People system.
  • Assist to ensure HR policy is followed in HR activities and implemented well wider across the company.
  • Translate English documents into the local languages on the need’s bases.

Job Requirements:

Education: University graduate (Bachelor) in Management, Social Science or Human Resources, Business Administration, Economics or another relevant fields.

Relevant Work Experiences: 3 to 4 Years of experience in human resources, and have work experience with ISP & GSMs company in a similar role.

Language Skills: Excellent English, Dari & Pashto (written and oral).

Computer Skills: Good working skills with MS Office package specially Word, Excel, power point and experience of using scanners, copiers and file naming systems.

Motivation: Enthusiastic to work for and represent an company, to assist vulnerable resellers.
