Job Descriptions:

Scope of work: 

The procurement manager at ASLO is responsible for overseeing and managing the organization's procurement strategy, ensuring efficiency, cost-effectiveness, and compliance with ASLO policies and donor requirements. This role involves strategic planning, supplier management, risk mitigation, and cross-departmental coordination to ensure timely acquisition of goods and services. The procurement manager will also lead and mentor the procurement team, ensuring high standards of professionalism and transparency in all procurement activities.

Main Responsibilities:

1. Procurement Strategy and Planning

  • Develop and implement ASLO’s procurement strategy to align with organizational goals and donor regulations.
  • Oversee the creation of procurement plans and ensure cost-effective acquisition of goods and services.
  • Continuously assess and improve procurement processes to enhance efficiency and transparency.
  • Conduct market analysis to identify cost-saving opportunities and mitigate procurement risks.

2. Procurement Operations and Supplier Management

  • Manage the entire procurement lifecycle, including sourcing, tendering, contract negotiation, and vendor evaluation.
  • Ensure procurement activities are conducted in accordance with ASLO policies and international best practices.
  • Establish and maintain strong relationships with key suppliers, ensuring quality, competitive pricing, and timely delivery.
  • Monitor supplier performance and address any issues related to contract compliance and service delivery.

3. Compliance, Risk Management, and Reporting

  • Ensure procurement operations comply with ASLO policies, donor requirements, and relevant laws and regulations.
  • Maintain accurate procurement documentation for audit and reporting purposes.
  • Identify procurement-related risks and implement mitigation strategies to ensure operational continuity.
  • Provide periodic procurement reports to the Executive Director and relevant stakeholders.

4. Team Leadership and Capacity Building

  • Lead and develop the procurement team, fostering a culture of excellence, accountability, and continuous improvement.
  • Provide training and mentorship to procurement staff to enhance compliance and efficiency.
  • Promote cross-departmental collaboration to align procurement activities with broader organizational objectives.

5. Budget and Cost Control

  • Develop and manage procurement budgets, ensuring cost-effectiveness and financial accountability.
  • Lead negotiations with suppliers to secure the best terms and pricing while maintaining quality standards.
  • Track procurement expenditures to ensure alignment with financial plans and donor requirements.

Education & Experience:

  • Bachelor’s or Master’s degree in business administration, supply chain management, procurement, or a related field.
  • Minimum of 7 years of relevant procurement experience, preferably within the NGO sector.
  • Proven experience in procurement planning, supplier management, and contract negotiations.
  • Strong understanding of donor regulations and international procurement standards.

Skills & Competencies:

  • Expertise in procurement policies, contract management, and risk assessment.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Strong analytical and problem-solving abilities, with experience in data-driven decision-making.
  • Proficiency in procurement software and Microsoft Office applications.
  • Fluency in English and national languages (Dari/Pashto).

  • Ability to work under pressure and manage multiple procurement activities simultaneously.
  • Willingness to travel to field locations when required.
