Job Descriptions:

Scope of work: 

The Construction Program Manager (CPM) is a senior leadership role responsible for overseeing and managing ASLO’s entire construction program portfolio, ensuring the successful implementation of multiple construction projects—including schools, community buildings, infrastructure, and renovation projects. The CPM will provide strategic direction, technical guidance, and programmatic oversight to ensure projects are delivered on time, within scope and budget, and in compliance with donor, governmental, and organizational standards.

The CPM will play a key role in stakeholder coordination, donor communication, team leadership, quality assurance, and financial management while fostering a culture of safety, accountability, and high performance.

Key Responsibilities:

Program Planning & Leadership

  • Develop and oversee the overall strategy and execution of ASLO’s construction program in alignment with the organization’s goals and donor requirements.
  • Lead the program planning process, including defining objectives, resource planning, budgeting, scheduling, and risk mitigation strategies.
  • Coordinate closely with internal departments (HR, Finance, Logistics, Communications) to ensure smooth program implementation.
  • Ensure compliance with national laws, donor guidelines, and ASLO’s policies and procedures.

Project Oversight & Technical Management

  • Supervise and support Project Managers, Engineers, Site Supervisors, and construction staff to ensure efficient project delivery.
  • Approve construction plans, technical designs, and budgets in collaboration with technical experts and consultants.
  • Ensure adherence to construction standards, building codes, environmental, health, and safety (EHS) regulations.
  • Lead the identification and resolution of technical, financial, or operational challenges during project implementation.

Stakeholder Engagement & Donor Coordination

  • Serve as the primary liaison between ASLO, donors, local government authorities, community representatives, contractors, and other key stakeholders.
  • Prepare and present program updates, reports, and proposals to donors and senior leadership.
  • Facilitate regular meetings and ensure transparent, timely communication with all stakeholders regarding program progress, challenges, and changes.

Budgeting & Financial Management

  • Oversee the development, monitoring, and control of the construction program budget, ensuring financial accountability and cost-efficiency.
  • Review and approve financial reports, procurement plans, contractor payments, and financial forecasts.
  • Ensure that donor funds are used in accordance with contractual obligations and reporting standards.

Quality Assurance & Compliance

  • Implement and enforce robust quality control and quality assurance (QC/QA) systems across all projects.
  • Conduct regular field visits, inspections, and evaluations to monitor project progress and ensure compliance with technical specifications and contractual terms.
  • Lead program audits, risk assessments, and compliance reviews as required.

Capacity Building & Team Management

  • Lead, mentor, and build the capacity of the construction program team, ensuring continuous professional development.
  • Foster a collaborative, accountable, and high-performance team environment.
  • Organize training sessions and workshops for program staff to enhance technical, managerial, and safety skills.

Documentation & Reporting

  • Ensure all program documentation, including contracts, technical designs, reports, permits, and approvals, is properly maintained and archived.
  • Provide accurate, timely, and comprehensive narrative and financial reports to donors, senior management, and regulatory bodies.
  • Develop knowledge products, lessons learned, and best practices for future program improvement.

Additional Responsibilities

  • Identify new funding opportunities and contribute to proposal development in collaboration with ASLO’s Grants & Fundraising team.
  • Perform any other duties assigned by the Executive Director.

Education:

  • Master’s or Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a related field.

Experience:

  • Minimum of 8 years of progressively responsible experience in managing large-scale construction programs, preferably in the development or humanitarian sectors.
  • Proven experience working with donors (e.g., UN agencies, international NGOs, government bodies) and managing multi-donor construction programs.
  • Experience in team leadership, financial management, stakeholder engagement, and compliance.

Skills & Competencies:

  • Strong knowledge of construction management principles, methods, and regulatory requirements.
  • Expertise in budgeting, financial reporting, procurement, contract negotiation, and resource planning.
  • Proficiency in project management and engineering software (e.g., MS Project, Primavera, AutoCAD, MS Office Suite).
  • Excellent leadership, strategic thinking, and decision-making skills.
  • Strong negotiation, interpersonal, and communication skills.
  • Fluency in Dari and/or Pashto, with advanced English language skills (written and verbal).
