Job Descriptions:

The UNHCR Legal Assistance and Civil Documentation Program supports vulnerable populations in Afghanistan by providing legal aid and facilitating access to civil documentation. This initiative is crucial in ensuring that displaced persons, returnees, and marginalized communities can exercise their legal rights and access essential services.

Purpose of the Position

The Legal Officer/Lawyer is responsible for providing legal support to persons in need by implementing legal assistance program in accordance with WADAN & UNHCR relevant Standard Operating Procedures (SOPs), and policies. The objective is to deliver timely, effective, and high-quality legal responses to address the needs of populations of concern.

Key Responsibilities

  • Provide legal assistance to individuals, particularly in civil documentation and refugee status determination.
  • Assist UNHCR persons of concern (PoCs) in obtaining legal documents, including Paper Tazkira, E-Tazkira, Birth Certificates, Marriage Certificates, Death Certificates, Passports, and other relevant documents related beneficiaries house, property and land (HLP)
  • Collaborate with legal staff, including project officer, lawyers, social organizers and key stakeholders, to ensure the effective implementation of legal assistance.
  • Monitor legal developments and report on issues affecting the legal assistance program to Legal Project Officer and UNCHR Legal Team.
  • Engage in advocacy efforts to promote and protect the rights of the UNHCR persons of concern.
  • Educate beneficiaries on their legal rights and the procedures for obtaining civil documentation.
  • Prepare reports on legal assistance activities, challenges, and recommendations to inform program management.
  • Establish feedback mechanisms to ensure beneficiaries can share their experiences and contribute to service improvement.
  • Perform any other relevant duties as assigned by the Regional Manager or Project Officer.

Job Requirements:

  • Education: Bachelor’s degree in law with a valid legal license from the Afghanistan Bar Association.
  • Experience: Minimum of 2–3 years of experience in legal aid provision and court representation.
  • Expertise: Strong knowledge of civil documentation processes and legal rights.
  • Advantageous Experience: Prior work with refugees, internally displaced persons (IDPs), or marginalized communities.
  • Skills: Excellent communication, negotiation, and facilitation skills, with strong analytical and problem-solving skills.
  • Languages: Fluency in Dari and Pashto is required; English proficiency is an asset.
