SEO is a local NGO founded in 2008 to assist in humanitarian aid, education, returnees, internally displaced people (IDPs), economic development, demand-driven vocational training, apprenticeship, income generation projects, and legal assistance. SEO's current projects in Afghanistan include emergency response, food assistance distribution, education, legal Assistance, and economic growth for marginalized populations, returnees, internally displaced persons, and vulnerable families.

Purpose of the Position:

The Program Manager will be responsible for the overall management, coordination, and successful implementation of the women-led business development project across five provinces. The position ensures high-quality delivery, donor compliance, effective coordination among technical teams, and achievement of project objectives in line with organization’s mission and the donor’s requirements.

Key Responsibilities:

• Provide strategic and operational leadership for the implementation of the business development and improvement model for Women-Owned Businesses across target provinces.
• Supervise and guide provincial field experts, mentors, and project support staff to ensure timely achievement of deliverables.
• Lead the development and execution of detailed workplans, performance frameworks, procurement plans, and budget utilization schedules.
• Ensure coordination and communication between the provincial field teams and the Kabul headquarters for efficient decision-making.
• Serve as the principal point of contact for the donor, ensuring quality reporting, compliance with contractual obligations, and timely submission of deliverables.
• Oversee monitoring, evaluation, accountability, and learning (MEAL) processes, ensuring compliance with Core Humanitarian Standards (CHS).
• Ensure all activities integrate safeguarding, gender equality, and women’s empowerment principles.
• Represent organization in relevant coordination meetings, stakeholder discussions, and donor events.
• Identify risks, challenges, and opportunities for adaptive management and continuous improvement of project performance.

• Qualifications and Requirements:

• Bachelor’s or Master’s degree in Business Administration, Economics, Development Studies, or related fields.
• Minimum of 5 years of proven experience in managing donor-funded development projects, preferably focused on women’s economic empowerment, livelihoods, or MSME development.
• Demonstrated experience leading multidisciplinary teams in multi-provincial programs.
• Strong financial management, analytical, and report-writing skills.
• Fluency in Dari and Pashto; working proficiency in English (spoken and written).
• Excellent communication, coordination, and problem-solving skills.
