Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a non-governmental, not-for-profit, and non-political organization established in 1994 in Afghanistan. YAAR aims to contribute to
the emergency relief, rehabilitation, and development of Afghanistan. The organization works in partnership with communities, humanitarian, and development organizations through a
participatory approach, with a special focus on marginalized communities, particularly women, children, and youth across Afghanistan.

GENDER OFFICER

Key Responsibilities

• Work closely with livelihoods and field teams to ensure women and men are able to participate safely and meaningfully in project activities in accordance with signed community and beneficiary agreements.
• Support the identification and reduction of gender-related barriers that may limit women’s participation in household-based and community livelihoods activities.
• Guide field staff to engage households, community elders, and local structures in a culturally appropriate manner that respects local norms while promoting inclusion.
• Review beneficiary selection, participation processes, and implementation practices to ensure transparency, fairness, and non-discrimination.
• Support awareness-raising sessions for beneficiaries and households on roles, responsibilities, and mutual respect as outlined in project agreements.
• Promote understanding of acceptable conduct, safe working environments, and shared responsibility at community and household level.
• Contribute to the development of simple, context-appropriate materials to support gender awareness within livelihoods activities.
• Coordinate closely with program, protection, and MEAL teams to ensure gender considerations are reflected in monitoring tools and field reporting.
• Support the collection and use of sex- and age-disaggregated data to track participation, access, and benefits.
• Identify potential risks related to exclusion, harm, or unequal benefit-sharing and propose practical mitigation measures.
• Support compliance with organizational policies on gender equality, safeguarding, and PSEA throughout project implementation.
• Help ensure that feedback and complaint mechanisms are known, accessible, and trusted by women and men beneficiaries.
• Act as a technical resource for field teams on gender-related issues arising during implementation of livelihoods agreements.

Community Mobilizer

3. Key Responsibilities

• Act as the primary link between the project team and target communities, ensuring clear, respectful, and continuous communication.
• Mobilize community members and beneficiary households to participate in project activities in accordance with signed agreements and project guidelines.
• Support community meetings, household visits, and group discussions to explain project objectives, roles, responsibilities, and timelines.
• Engage community elders, shuras, and local structures to facilitate acceptance, cooperation, and smooth implementation of activities.
• Support transparent and fair beneficiary identification and selection processes, ensuring inclusion of vulnerable households where applicable.
• Assist field teams in verifying beneficiary information and maintaining accurate community records.
• Help address community concerns, misunderstandings, or minor disputes related to project activities through dialogue and coordination with supervisors.
• Support awareness sessions on acceptable conduct, community responsibility, safeguarding, and mutual respect during project implementation.
• Promote understanding of feedback and complaint mechanisms and encourage community members to raise concerns safely and without fear.
• Observe and report any risks, tensions, or protection concerns within communities to the relevant project staff.
• Coordinate closely with field, livelihoods, gender, and MEAL teams to support smooth activity implementation.
• Contribute to routine field reporting, including activity updates, attendance lists, and community feedback.
• Support monitoring visits and data collection at community level as required.

ADMIN/HR OFFICER

Key Duties & Responsibilities

• Support the establishment, implementation, and regular update of HR policies and procedures in line with organizational and donor standards.
• Ensure compliance with Afghan labor law, contracts, and employment regulations.
• Facilitate transparent, gender-sensitive, and merit-based recruitment processes, including job advertisements, shortlisting, interviews, and hiring recommendations.
• Coordinate preparation of employment contracts, staff orientation, and induction for new employees.
• Maintain updated HR databases, including staff records, contracts, salaries, and performance evaluations.
• Support payroll preparation, staff timesheets, leave management, and monthly staff movement reporting. 
• Ensure compliance with local laws, cultural norms, and administrative requirements.
• Manage visas, work permits, and legal documentation for staff as required.
• Oversee office administration systems, transportation use, stationery, and equipment management.
• Support procurement and inventory management in line with organizational procedures.
• Coordinate staff security matters in collaboration with relevant focal points. 
• Provide regular HR and administrative reports (weekly, monthly, quarterly) to management.
• Support field offices with administrative guidance and coordination.
• Carry out additional administrative duties as assigned by the Program or Provincial Manager.

TEAM LEADER

Key Responsibilities

• Lead and oversee daily field operations and coordinate all project activities to achieve objectives.
• Supervise, mentor, and build capacity of field staff to maintain high standards of safety, performance, and community engagement.
• Conduct regular team meetings and support weekly and monthly planning, monitoring, and reporting processes.  
• Support development, implementation, and tracking of work plans and activity schedules.
• Prepare accurate weekly, monthly, and quarterly narrative and donor reports, ensuring alignment with donor requirements and project indicators.
• Maintain proper documentation for field activities, training, assessments, and community feedback.  
• Maintain close coordination with legal offices, donors, governmental authorities, and humanitarian partners in‑province.
• Represent the organization in coordination meetings, workshops, and forums with stakeholders to ensure synergies and avoid duplication.
• Promote strong partnerships with local service providers and community entities.  
• Foster positive relations with community members, leaders, elders, and beneficiary groups.
• Support community awareness on safety standards, project objectives, and access to services.
• Ensure protection principles and do‑no‑harm approaches are integrated into all activities.  
• Provide technical guidance to field staff and ensure activities comply with organizational, donor, and humanitarian standards.
• Support field‑level problem solving and timely adaptation of plans based on needs and risks.

Finance Officer

Key Responsibilities

• Manage all accounting functions to ensure financial data is recorded accurately, timely, and according to approved budgets.
• Review and process field office invoices, payment vouchers, and supporting documents.
• Prepare vouchers and maintain journals for cash and bank transactions.
• Conduct daily cash counts and routine reconciliation of cash advances; ensure all advances are cleared monthly.
• Prepare bank reconciliations and ensure proper bank account tracking.
• Develop monthly ledger closing documents and ensure filings follow organizational standards. 
• Prepare comprehensive, accurate, and timely monthly financial reports for donors and internal management.
• Maintain proper filing and documentation systems aligned with organizational finance manuals and audit requirements.
• Support internal and external audits by locating records, responding to queries, and facilitating auditor requests.
• Monitor and control expenses, ensuring proper coding, cost‑center tracking, and compliance with project budgets.
• Work closely with the Finance Department in Kabul to align procedures, reporting, and compliance.
• Coordinate with Program Management and HR Officer to verify accuracy of payroll, coding, and payments.
• Ensure timely and accurate documentation for all cash‑for‑work (CFW) payments and laborer compensation. 
• Provide translation support (written and verbal) for financial documents, contracts, statements, and reports when required.
• Perform other finance‑related duties as assigned, ensuring professionalism and transparency.

GENDER OFFICER

Required Qualifications and Experience

• Bachelor’s degree in social sciences, Gender Studies, Agriculture & Rural Development, Community Development, or a related field.
• Minimum 2–4 years of relevant experience in gender mainstreaming, community-based projects, or livelihoods programming in Afghanistan.
• Practical understanding of rural livelihoods, household-level production, and community engagement approaches.
• Experience working directly with communities in field-based and culturally sensitive environments.
• Fluency in Pashto and/or Dari required; working knowledge of English is an advantage. 

Community Mobilizer

Required Qualifications and Experience

• Minimum secondary school completion: diploma or bachelor’s degree in social sciences, Community Development, Agriculture, or a related field is an advantage.
• At least 1–3 years of experience in community mobilization, field work, or NGO project implementation in Afghanistan.
• Strong understanding of local community structures, customs, and social dynamics.
• Previous experience working on livelihoods, agriculture, or recovery projects is an asset.
• Fluency in Pashto and/or Dari required; working knowledge of English is an advantage.

ADMIN/HR OFFICER

Qualifications & Requirements

• Bachelor’s degree or equivalent from a recognized institution.
• Minimum 5 years of relevant experience with NGOs.
• Strong HR, administration, and organizational skills.
• Good computer skills (MS Word, Excel, email).
• Fluency in Pashto and/or Dari required; working knowledge of English is an advantage.
• Afghan nationality.

TEAM LEADER

Qualifications & Requirements

• Bachelor’s degree in social sciences, Development Studies, Project Management, Engineering, or related field.  
• Minimum 2–3 years of progressive experience in field coordination, team leadership, or project supervision with NGOs, INGOs, or similar humanitarian contexts.
• Experience in emergency response or infrastructure activities (e.g., debris removal, shelter, WASH, or protection programs) strongly preferred.  
• Strong project planning, monitoring, and reporting skills.
• Excellent communication and interpersonal skills; ability to work collaboratively with diverse stakeholders.
• Fluency in Pashto and/or Dari required; working knowledge of English is an advantage.
• Proficiency in MS Office (Word, Excel, PowerPoint) and internet.  
• Fluency in Dari and Pashto; strong written and spoken English.

Finance Officer

Qualifications & Requirements

• Bachelor’s degree in accounting, Finance, Business Administration, or related field.
• Minimum 2–3 years’ experience in finance and accounting roles with NGOs/INGOs or humanitarian programs. Field experience in emergency response environments preferred.
• Strong knowledge of accounting principles, financial reporting, and internal control practices.
• High proficiency in MS Office (especially Excel) and financial software.
• Experience preparing donor financial reports and supporting audits.
• Fluency in Pashto and/or Dari required; working knowledge of English is an advantage. 
• Ethical, transparent, and committed to financial integrity.
• Capacity to work independently and as part of a team in challenging field conditions.
