About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together more than 200 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Based on our three strategic pillars of Information and Coordination, Advocacy and Enabling Environment, and Capacity Building, ACBAR’s activities support our members to effectively deliver services and implement programs across Afghanistan, as well as provide services that promote ongoing organizational development and learning.   ACBAR is committed to providing an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continued dynamism.

As part of our strategic vision to provide quality and relevant trainings to our members and other NGO’s, CSO’s and humanitarian leaders, ACBAR is expanding our training department and the training offerings provided.  With the establishment of new training resources and opportunities for members.

Job Descriptions:

The Training Manager is responsible for identifying training needs and mapping out development plans for ACBAR members and partners.  As the leader of the Training Department, the TM will develop the overall planning for how the training department best supports ACBAR members will effective, relevant trainings, ensures that training is conducted at the national and sub-national level, leads the development of quality and effective training materials, and contributes to strategies that ensure that trainings support an overall effort up develop capacity among NGO’s and their staff members.  

ESSENTIAL TASKS

Technical:

  • Develop and implement an overall training department strategy and an annual training plan to provide regular, relevant and quality trainings for ACBAR members and program participants.
  • Develop regional training plans alongside ACBAR Regional Managers to support NNGO’s and LNGO’s located in various provinces where ACBAR has presence.
  • Support and lead the development of training materials for in-person classes, workshops, webinars, virtual sessions for groups and individuals.
  • Support the implementation of all ACBAR training activities by working closely with internal and external trainers/consultants.
  • Establish a pool/roster of qualified training consultants among ACBAR members who can deliver trainings at the national and sub-national level.
  • Support the Head of Program in hiring external training consultants when needed.
  • As needed, facilitate trainings alongside other assigned trainers and/or consultants at both the national and regional level.
  • Support data collection efforts by ACBAR’s MEAL Unit to assess the needs and recommendation of ACBAR member regarding training topics and content.
  • Lead and support design efforts for future funding and project opportunities supporting increased training opportunities for ACBAR members, NGO’s and other stakeholders.
  • Work closely with other programs team members (including Localisation, Capacity Strengthening, Advocacy and Inclusion) to integrate training

 

Managerial and Administrative:

  • Manage a team of 3-4 training and/or research support staff to deliver training activities in fulfillment of ACBAR’s Trani
  • Support timely and high-quality progress reporting for internal and external reports, including but not limited to regular member newsletters, donor reports, website content, etc.
  • Support administration of a dedicated, ACBAR-run training center in Kabul city.
  • Support with supervision of service and consultant contracts and other administrative tasks related to implementation of training activities.
  • Support budget management for training activity budget lines for donor-funded programs and internal funding allocated to the training department.
  • Assist in representing ACBAR in meetings with various stakeholders, including but not limited to, the United Nations, International Donors, and Government Ministries.

Job Requirements:

  • Bachelor’s Degree in relevant field, including but not limited to Education, Project Management, Humanitarian Aid, Development Policy, Business and/or Management.  Master’s Degree is preferred.
  • Minimum seven (7) years of professional experience, with demonstrated experience in the education, professional development or training sectors.
  • Minimum three (5) years of experience with NGOs and humanitarian response.

OTHER RELEVENT SKILLS, KNOWLEDGE AND ATTRIBUTES:          

  • Previous experience managing small to medium sized teams and overseeing the work of others.
  • Ability to develop and conduct trainings in English and at least one native language (either Dari or Pashto)
  • Experience in humanitarian coordination and/or representing an organization before government officials, international donors and with other coordination forums.
  • Certification in Project Management or Leadership Development preferred.
  • Expert knowledge of training planning, design, curriculum development, and facilitation.
  • Ability to manage competing priorities in a rapidly changing environment; and follow instructions and to ask for help when necessary.
  • The ability to manage a team of staff members in a respectful and professional manner and work well as the leader of a team.
