Job Descriptions:

ARM Consulting is implementing real-time monitoring activities for a UN agency’s supported projects across all 34 provinces in Afghanistan. To deliver on this contract, ARM Consulting is seeking the services of a qualified water resource management engineer to deliver on this pertinent task. Overall management is 100% with ARM Consulting, and the UN agency’s technical colleagues will provide direct guidance on technical specifications and requirements for specific activities and ways of working.

Job Summary:

The overall objective of the PSDS Associate is to support ARM consulting in providing technical monitoring and supervision of WRI infrastructure to ensure that the project-implementing partner IPs/contractors deliver program deliverables in accordance with the outlined specifications and provided documentation, such as drawings. The PDSA will work under the overall management of ARM consulting and the technical guidance of the UN Agency’s WRI and in consultation with ARM consulting/UN Agency Regional Management team technical team members. Their role is to provide high-quality, timely feedback on best practices, challenges, and progress of WRI interventions across all project sites in their allocated province.

Specific roles and responsibilities:

  • Review and ensure a clear understanding of IPs/Contractors' expected deliverables, as per approved documents, to enable effective quality monitoring and provide actionable feedback to WRI management.
  • Monitor and report any red flags related to the deviation of design and survey plans for WRI infrastructures to ARM consulting team leaders and immediately to the WRI team for reporting and immediate action, respectively.
  • Under the supervision of ARM consulting and the technical guidance of regional WRI team leaders, monitor/supervise construction sites and conduct and record construction material tests in close coordination with the WRI construction management and contract management specialist, especially gabion wire tests in the ongoing sub-projects.
  • Under the regional guidance of ARM consulting and the technical guidance of WRI regional team leaders, monitor/supervise all WRI structures within allocated sites, such as check dams, contour trenches, conservation ponds, social structures, etc., against given technical specifications, including rate analysis norms for labour and construction materials.
  • Monitor/supervise and evaluate the progress of WRI infrastructures and provide the regional team leader with the level and quality of completion as per the specified work plan and approved designs/specifications, respectively.
  • In coordination with ARM consulting, immediately on observation, report the technical problems of the projects to WRI /TL.
  • Coordinate with WRI team leaders and other agencies to address technical problems of the related projects in the respective provinces on behalf of the UN Agency to avoid delays in construction works.
  • Prepare monitoring/supervision report to the ARM consulting and WRI /TL with consideration of the approved work plan.
  • Support certification of related vendors/IPs/contractors’ invoices according to project progress.

Job Requirements:

  • Graduate in civil engineering, irrigation, water resources, or hydraulic engineering from a reputed university (CVs are to be substantiated with a copy of the graduation certificates).
  • Have at least three years of work experience in Irrigation and Civil engineering.
  • The candidate must be from the target province and currently living with his/her family in that target province.
  • Ready and able to travel freely in all the sub-projects located in that province.
  • Extensive knowledge of surveying, designing, supervision, and implementation of related construction works in the field of water resources, irrigation, and civil engineering, and knowledge, especially of gabion construction works and gabion sheet weaving through women.
  • Have the ability to prepare daily, weekly, and monthly reports in the English language.
  • Possess the ability to receive training in construction supervision, quality control   & assurance, construction & contract management, rainwater harvesting, and other relevant subjects of WRI.
  • Any other related works as instructed by the supervisor.
  • Knowledge of handling monitoring tools such as KOBO will be an added advantage.
