Job Description

ARM Consulting implements large-scale third-party monitoring (TPM) and compliance oversight projects across Afghanistan for major UN agencies. Construction monitoring constitutes a key component of our portfolio, covering infrastructure activities across all provinces.

ARM Consulting currently deploys 34 Provincial Engineers (one per province) responsible for field monitoring, site inspections, SES compliance checks, documentation review, and reporting. Given the scale and technical complexity of these projects, a dedicated Construction Monitoring Reports Specialist is required to review, standardize, strengthen, and finalize provincial monitoring reports prior to submission to donors.

 

The Construction Monitoring Reports Specialist is responsible for:

 

  • Reviewing and quality-assuring all construction monitoring reports submitted by Provincial Engineers.
  • Providing structured technical feedback to improve report accuracy, clarity, and analytical depth.
  • Ensuring compliance with donor requirements, engineering standards, and ARM Consulting internal SOPs.
  • Strengthening reporting capacity across provincial teams.
  • Standardizing construction monitoring documentation across projects.

 

The role ensures that all construction monitoring outputs submitted to donors are technically sound, analytically rigorous, and compliant with contractual obligations.

 

6. Key Responsibilities:

  • Review all provincial construction monitoring reports prior to donor submission.
  • Verify Technical accuracy (quantities, measurements, engineering terminology), compliance with design specifications. adherence to the Bill of Quantities (BoQ), and consistency with SES and environmental safeguards.
  • Ensure reports include clear findings, evidence-based analysis, risk identification, and corrective action recommendations.
  • Cross-check compliance matrices and field checklists against narrative findings.
  • Verify geo-tagged photo evidence and ensure proper referencing.
  • Ensure formatting aligns with donor templates.
  • Develop and maintain standardized reporting templates.
  • Create structured review checklists for provincial engineers.
  • Harmonize terminology across provinces.
  • Develop a construction reporting manual aligned with donor engineering requirements, ARM Consulting internal SOPs
  • Conduct periodic virtual training sessions for Provincial Engineers on technical reporting standards, engineering compliance documentation, analytical writing, photo documentation protocols, and provide written and structured feedback to engineers.
  • Identify systemic risks in construction implementation.
  • Flag structural non-compliance, material quality deviations, SES violations, and worker safety concerns.
  • Escalate critical findings to management.
  • Track corrective action follow-up.
  • Any other tasks assigned by the Project Manager.

Job Requirements

  • Bachelor’s degree in Civil Engineering (Master’s preferred).
  • Minimum 7 years of experience in construction supervision, infrastructure monitoring, Third-party monitoring (TPM), and donor-funded infrastructure projects.
  • Strong knowledge of BoQ verification, material testing standards, Afghan construction norms, and SES compliance frameworks.
  • Demonstrated experience in technical report writing.
  • Experience working with UN projects is highly desirable.
  • Robust English language skills are mandatory and non-negotiable, as all reporting to the donor takes place in English.
  • Substantial experience in report writing is mandatory for the right candidate to succeed in this role.
