Community Based Humanitarian & Development Organization (CBHDO) is an Afghan non-governmental organization established in 2020, committed to supporting vulnerable and marginalized communities across Afghanistan. CBHDO delivers programs in Child Protection, Education, WASH, Health, Emergency Response, Nutrition, and Livelihoods.
CBHDO is implementing the SOS – Children on the Move project in Kabul province in partnership with Save the Children. The project aims to support vulnerable and at-risk children through Community Children Centers (CCC) / Safe Kashana, providing education support, psychosocial services, parenting support, and community-based child protection interventions.
A key component of the project is community outreach, mobilization, and beneficiary engagement, ensuring vulnerable children and families are identified and connected to services.
To support these activities, CBHDO will recruit three Community Mobilizers / Outreach Workers to engage communities, identify beneficiaries, facilitate awareness sessions, and support CCC activities and referrals in accordance with the project Scope of Work.
Job Description
1. Community Mobilization and Outreach
- Conduct community sensitization meetings with community elders, parents, and local leaders.
- Raise awareness on child protection, education, and positive parenting practices.
- Mobilize communities to support children’s participation in CCC activities.
2. Beneficiary Identification and Assessment
- Support beneficiary assessment and selection according to project criteria.
- Identify vulnerable children in the community and refer them to CCC services.
- Assist in verifying beneficiary eligibility and maintaining transparency.
3. CCC Program Support
- Support the establishment and operationalization of Community Children Centers (CCC).
- Encourage children and caregivers to participate in CCC educational and protection activities.
- Assist facilitators during child sessions, awareness sessions, and community meetings.
4. Parenting and Family Engagement
- Support the implementation of Positive Parenting / Safe Family Common Approach sessions for parents and caregivers.
- Facilitate communication between families and the CCC staff.
5. Child Protection and Referrals
- Identify children at risk and refer cases to the case management team following child protection procedures.
- Support mapping of child protection risks and protective factors at community level.
6. Distribution and Activity Support
- Support project activities including:
- Distribution of student kits
- Distribution of hygiene and dignity kits
- Community awareness campaigns
- Child-focused events and initiatives
7. Monitoring and Reporting
- Maintain records of community meetings and outreach activities.
- Collect community feedback and report concerns.
- Submit regular activity updates to the Project Officer.
8. Safeguarding and Accountability
- Promote safe programming and safeguarding awareness in communities.
- Support community feedback and complaint mechanisms.
- Report safeguarding concerns within 24 hours according to project procedures.
9. Expected Deliverables
The Community Mobilizer / Outreach Worker will:
- Conduct regular community awareness and outreach sessions.
- Support identification and enrolment of vulnerable children into CCC.
- Facilitate community meetings and parenting sessions.
- Maintain accurate records of outreach activities and beneficiaries.
- Support project distributions and community engagement activities.
Job Requirements
Education
- Minimum: High school graduate (required).
- Preferred: Diploma or coursework in Social Sciences, Education, Community Development, or related fields.
Experience
- At least 1–2 years of experience in community mobilization or outreach with NGOs or community-based programs.
- Experience in awareness sessions, community engagement, or child-centered activities.
- Familiarity with protection, WASH, or education activities is an asset.
Skills & Competencies
- Strong communication and facilitation skills.
- Ability to engage respectfully with community members, elders, and local leaders.
- Good problem-solving and coordination skills.
- Ability to travel to field locations and work in remote areas.
- Fluency in Dari, with Pashto as an added advantage.
- Good understanding of cultural norms and community dynamics.
