About RHDO:

Relief Humanitarian and Development Organization (RHDO) is a nongovernmental, non- religious, non-political, non-profit and non-military organization, working for development of Afghanistan through implementation of health, community development and capacity development/research projects was established in February 2014 and is registered with the Ministry of Economics under registration No 3121.  is also registered in Ministry of Public health under registration # 504.  is registered in Ministry of Women affairs under registration # 751 aims to contribute to the development of Afghanistan through provision of developmental and humanitarian services in public health, training and capacity building of Afghans in healthcare disciplines and skills starts to realize its vision through implementable, context-specific, technically sound and practically achievable approaches. These approaches are: (1) to design and implement the community development programs; (2) to provide primary and secondary health services according to the standards of the MOPH; and (3) to build capacities and skills of ordinary Afghanistan residences and professional of health sector.

Job Description

Key Responsibilities:

  1. Clinical Leadership and Service Quality
  • Provide overall leadership and supervision of clinical and medical services.
  • Ensure delivery of quality healthcare services in line with national and international hospital standards and guidelines.
  • Develop, implement, and monitor clinical protocols, guidelines, and standard operating procedures (SOPs).
  • Monitor patient care, treatment outcomes, and key hospital performance indicators.
  • Ensure compliance with MoPH regulations, organizational policies, and donor requirements.
  1. Hospital Management and Operations
  • Supervise and coordinate all hospital activities to ensure efficient and effective service delivery.
  • Ensure implementation of hospital operational plans, objectives, and performance indicators.
  • Work closely with the project management team to ensure smooth hospital functioning and resolve operational challenges.
  • Balance healthcare priorities with available resources to optimize service delivery.
  1. Human Resources Management
  • Supervise, support, and manage the performance of all medical and non-medical staff.
  • Ensure appropriate task allocation, staff discipline, and performance evaluation in coordination with HR.
  • Support recruitment, training, and capacity building of hospital staff.
  • Lead and facilitate continuous professional development, mentorship, and training initiatives.
  • Contribute to organizational structure improvements to enhance efficiency.
  1. Monitoring, Evaluation, and Reporting
  • Coordinate with M&E and program teams to ensure accurate data collection, documentation, and reporting.
  • Monitor implementation of project activities and ensure alignment with approved plans.
  • Analyze performance data to improve service quality and program outcomes.

 

  1. Financial and Resource Management
  • Monitor hospital expenditures and resource utilization in collaboration with administration and finance teams.
  • Ensure efficient use of resources in line with approved budgets and financial regulations.
  • Coordinate with operations and grants departments to support financial planning and funding management.

 

  1. External Relations and Coordination
  • Represent the hospital with local health authorities, MoPH, donors, NGOs, and other stakeholders.
  • Maintain effective coordination with governmental and non-governmental partners at provincial level.
  • Participate in coordination meetings and strengthen partnerships to support healthcare delivery.

 

  1. Emergency Preparedness and Response
  • Ensure preparedness and response capacity for emergencies, outbreaks, and health crises.
  • Lead emergency response initiatives, particularly for infectious diseases.
  • Develop and implement contingency and emergency response plans.
  • Coordinate with relevant authorities and partners during emergencies.

Job Requirements

Qualifications and Experience:

  • Medical Doctor (MD) degree from a recognized institution; specialization in infectious diseases, internal medicine, or public health is preferred.
  • Minimum of 7–10 years of relevant clinical experience, including at least 3 years in a managerial or leadership role.
  • Strong knowledge of infectious disease management and hospital operations.
  • Experience working with NGOs or donor-funded health projects is an asset.
  • Strong communication and decision-making skills.
  • Fluency in English and local languages (Dari/Pashto).
