Job Description

Position Overview:

The M&E Officer will support the monitoring and evaluation of health program activities at the Infectious Disease Hospital in Balkh. The position is responsible for data collection, verification, analysis, and reporting to ensure accuracy and compliance with organizational and donor requirements. The role also involves coordinating with medical and program teams, strengthening data quality systems, and contributing to evidence-based planning and decision-making to enhance overall program effectiveness.

Job Description:

The M&E Officer will be responsible for implementing monitoring and evaluation activities to ensure high-quality data management and effective tracking of health program performance. The role supports evidence-based decision-making and ensures compliance with organizational and donor requirements.

Key Responsibilities:

  • Collect, compile, and verify program data from hospital departments and project activities.
  • Ensure accuracy, completeness, and timeliness of data reporting.
  • Maintain and update databases, records, and M&E tools.
  • Conduct regular data quality assessments and field monitoring visits.
  • Analyze data and prepare weekly, monthly, and quarterly reports.
  • Support the development of indicators, log frames, and M&E plans.
  • Coordinate with medical staff and project teams to track progress and performance.
  • Provide technical support and basic training to staff on data collection and reporting tools.
  • Ensure compliance with organizational policies and donor requirements.
  • Identify challenges and provide recommendations for improving program performance.

Reporting Line:
The M&E Officer will report to the Project Manager or M&E Manager.

Job Requirements

Qualifications and Experience:

  • Medical Doctor/Master’s degree or specialization in infectious diseases is preferred.
  • For candidates holding a Master’s in Public Health (MPH), the required work experience is reduced to a minimum of three (3) years.
  • Minimum of five (5) years of relevant work experience in monitoring and evaluation, preferably in health or hospital-based programs.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint); knowledge of data analysis software is an asset.
  • Ability to work effectively in a team and under pressure.
  • Good communication skills in English and local languages (Dari/Pashto).
