About Organization of Human Welfare (OHW)

The Organization of Human Welfare (OHW) is a non-governmental organization and is non-political, not-for-profit, and impartial organization with no bias towards a particular religion, ethnicity, or political belief. It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Description

The DRR Officer will lead the design, implementation, and monitoring of community-based DRR activities in targeted districts. The role aims to enhance preparedness, risk awareness, and mitigation capacities of flood- and conflict-affected communities to reduce future disaster risks.

Key Responsibilities;

A. Program Implementation

  1. Conduct community-level hazard and vulnerability assessments.
  2. Facilitate community-based risk mapping and identification of priority hazards (floods, conflict-related risks).
  3. Design and deliver DRR awareness sessions and preparedness trainings.
  4. Support development of simple community preparedness and response plans.
  5. Coordinate small-scale mitigation activities where applicable.
  6. Integrate DRR considerations into shelter repair and hygiene activities.

B. Community Engagement

  1. Work closely with Community Development Councils (CDCs), local leaders, and authorities.
  2. Ensure inclusion of women, persons with disabilities, and marginalized groups in DRR activities.
  3. Promote community ownership and sustainability of DRR initiatives.

C. Monitoring and Reporting

  1. Develop activity plans and progress reports in coordination with the Project Manager.
  2. Support MEAL team in tracking DRR indicators and documenting lessons learned.
  3. Conduct regular field monitoring visits and provide technical recommendations.

D. Coordination

  1. Coordinate with relevant humanitarian actors and clusters where applicable.
  2. Represent OHW in local DRR and coordination meetings as assigned.

Any other relevant task given by Supervisor

Job Requirements

Bachelor’s degree in Disaster Management, Environmental Science, Civil Engineering, Social Sciences, or related field.

Minimum 3 years of experience in DRR, emergency response, or resilience programming.

Experience working in flood-prone or conflict-affected areas preferred.

Strong facilitation and community mobilization skills.

Ability to work under pressure and in insecure environments

Good interpersonal and coordination skills

Commitment to humanitarian principles and accountability

Knowledge of humanitarian principles and community-based disaster risk management (CBDRM).

Good reporting and communication skills.

Fluency in local languages (Pashto/Dari) required; English preferred.
