Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Main Duties & Responsibilities:

• To coordinate Health and nutrition activities implementation (RMNCH, EPI, CBNP & IMAM) in target areas under the FHH project of Concern.
• To asses and evaluate that health and nutrition activities are implemented in accordance to plan and national standards in coordination with provincial and national partners.
• To provide capacity building to RMNCH and Nutrition midwifes in preparing monthly Health and nutrition reports and respect submission deadlines.
• To provide regular technical support to FHH technical staff and training Community Health Workers in implementation and reporting of health and nutrition activities in all the targeted area.
• To develop action plans to ensure an effective monitoring of nutrition status in targeted health facilities.
• To apply national nutrition treatment guidelines and policies at health facility level.
• To ensure the existence of growth monitoring tools, IMAM (Integrated Management of Acute Malnutrition) supervision, and sufficient drug supply for FHH.
• To ensure malnutrition preventive activities are based on the BPHS and MoPH guidelines.
• To conduct/support nutrition screening and monitoring of under-5 children and PLW (Pregnant and Lactating Women) at community level.
• To make sure food processing skills and knowledge are disseminated to target beneficiaries, through awareness sessions and cooking demonstrations.
• To ensure the existence of IEC (Information Education Communication) material for awareness sessions at community level.
• To ensure basic RMNCH, EPI and nutrition services at the FHH level and Community mobilization and C-IMCI services at the HPs level are delivered properly.
• To ensure all complicated cases are referred to higher level of health facility as per Afghanistan referral system with a great follow up to strengthen the referral system.
• To ensure effective communication and coordination with DoPH, AKHS and UNICEF..
• To promote good coordination with other Concern units in the office.
• To ensure that the program is implemented smoothly, the field-level nutrition programs are monitored and evaluated against the MoU between Concern and UNICEF.
• To perform any other task assigned by the line manager.

Monitoring and Evaluation

• In coordination with the M&E team, develop weekly/monthly monitoring engagement plans.
• To monitor and track implementation progress of the projects as per the approved performance indicators.
• To ensure project progress, and monitoring visit reports are shared with the M&E team and Programme Grants and Reporting Manager.
• To support M&E team during field assessments as and when necessary.

Emergency/ CHS (Core Humanitarian Standards):

• Concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
• To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Qualification & Experience:

• Medical Degree from a recognized university
• At least 5-year experience in Health and Nutrition programming, especially in FHH modification and EPI will be an advantage.
• Good knowledge of BPHS and EPHS program 

Professional Skills, competencies and qualities

• Effective communication skills and ability to lead big to medium teams, also remotely (if necessary)
• Ability to communicate clearly and sensitively with internal and external stakeholders
• Good communication skills (written and spoken) in Dari & English
• Excellent knowledge of English language.
• Previous experience in Takhar and Badakhshan province is an advantage.
• Experience working with NGO in development and/or humanitarian responses in the areas of health and nutrition

• Demonstrated skills in health management
• Strong interpersonal and communication skills
• Good leadership skills Computer skills: Good knowledge of Ms Office package

• Strong cross-cultural awareness and sensitivity

Experience in managing people, capacity building, mentoring and on-the-job training
