Project/ Department Summary

Mercy Corps works in places of transition, where conflict, disaster, political upheaval, or economic collapse present opportunities to build more secure, productive, and just communities. Mercy Corps has implemented several key programs in the South and North of the country in key sectors such as agriculture and food security, skills development, renewable energy, natural resources management, community infrastructure, and job creation. More recently, Mercy Corps completed a WASH program focused on some of the major IDP/returnee settlements in and around Herat city in Western Afghanistan. Mercy Corps is currently preparing to implement a new program to support the earthquake in the Herat province. This 6-month program is expected to provide access to water and sanitation facilities, promoting Hygiene to the affected villages in Herat province.

Job Descriptions:

General

  • Ensure qualitative completeness of all processes against set delivery standards.
  • Identify and resolve qualitative issues across the Talent Recruitment processes.
  • Arrange and facilitate the Hiring Manager training.
  • Execute full lifecycle talent acquisition activities for multiple disciplines and levels of positions activities in line with the set recruitment process and applicable staffing plans for Mercy Corps Afghanistan.
  • Ensure the right person is recruited for the right job and work closely with hiring managers to identify personnel needs, job specifications, duties, qualifications, and skills for office positions.
  • Support in finalizing salary negotiations, and references and prepare documentation for all offers for new hires following MCA guidelines.
  • Screen, refer, and maintain a talent pool of external and internal candidates for additional interviews.
  • Be overall responsible for the upcoming recruitment system and prepare the quarterly recruitment plan and onboarding plan.
  • Make sure all MC policies and procedures, as outlined, are adhered to by all MCA team members.
  • Maintain professional and personal conduct that upholds MC's humanitarian goal and brings honor to the organization.
  • Maintain close cooperation/coordination with the HR team for Data settlement, Personal files, timesheets, overtime, etc.
  • Make sure the work permits of the team members are obtained and maintained properly. 
  • Responsible for maintaining the Job files and Personnel Files for the new hires and existing team members as standard as required and outlined in relevant guidance.
  • Responsible for maintaining and updating the Recruitment Tracker and updating the HR Manager promptly.
  • Conduct and coordinate the orientation training with relevant department heads to the new arrivals.
  • Provide backup/interim support to the HR department in the office as necessary.
  • Other tasks given by HR Manager; HR related.

Strategy and Planning

  • Support the HR Manager in successful implementation, adherence, and common understanding of the National Staff Handbook and other HR policies.
  • Support the HR Manager to ensure that controls are put in place to allow for transparent and unbiased HR processes and systems.
  • Develop strategic relationships with strategic hiring sources (e.g. colleges, universities, networks, and associations working for women and minorities) ensuring awareness of MCA as a destination employer in assigned MC offices.
  • Ensure a proactive and sustainable recruitment planning system is in place.

Department Management

  • Work closely and collaborate with other Mercy Corps departments: MEL, Finance, Programs, Operations, Procurement, and Security to ensure proper HR is functioning according to internal and the donor’s policies and procedures.

Leadership and Team Management

  • Managing the staff of All programs by exemplifying a collaborative and professional team culture.
  • As an integral member of the senior leadership team, participate in the development and implementation of organization-wide goals and decisions.
  • Coach and develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and work with team members as necessary.
  • Motivate, influence and engage staff in the investment of MC’s culture, mission and vision.
