Applications are open for Phase-iii of the Allama Muhammad Iqbal Scholarships For Afghan Students. The government of Pakistan offers fully funded 4500 scholarships to Afghan youth annually to enhance their capacity by providing quality education. Students can study medicine, engineering, agriculture, management, and computer science.

The primary goal of this program is to promote bilateral relations between Pakistan and Afghanistan and to increase people-to-people contacts between the two neighboring countries.

  • This scholarship does not cover MSc/PhD in clinical medical sciences
  • For admission to the PhD, candidates should have studied the same subject in M s/MPhil

Requirements of Allama Muhammad Iqbal Scholarships

The following are the criteria for applicants of different study levels:

Bachelor’s Degree:

  • Education: Applicants must have completed 12 years of school study and obtained their high school certificate (Shahadadnama)
  • Age Limit: Applicants’ age should be between 17-23 years before the scholarship application deadline
  • Minimum % for general subjects: Applicants should demonstrate at least 60% marks per the IBCC Pakistan equivalent formula
  • Minimum % for Medical and Engineering: A minimum of 65% marks is required

Master’s Degree:

  • Education: Applicants must have completed 16 years of education
  • Age Limit: Applicants age should be 35 years before the scholarship application deadline
  • CGPA %: At least 2.5 out of 4.0 equivalent

PhD Applicants:

  • Education: Applicants must have completed 18 years of education
  • Age Limit: Non-faculty member’s applicants’ age should be 35 years and 40 years for faculty members
  • CGPA %: At least 3.0 out of 4.0 equivalent

General Requirements:

  • Applicants should commit to return to their home country (Afghanistan) upon study period completion.
  • Previous scholarship holders of HEC or any other Pakistani organizations are not eligible.
  • Candidates should have acquired the requisite academic qualifications before the scholarship deadline.
  • Applicants with foreign qualifications should provide an equivalence certificate from IBCC/ HEC Pakistan.
  • All students should have a valid and original electronic ID or Passport to enter the examinations.
  • Only online applications are acceptable, not hard copy or email

Important Notice

  • The scholarship is awarded on the basis of merit. Selected candidates will be required to sign a legal agreement with the Government of Pakistan to complete their studies in Pakistan and return to Afghanistan after completing their degree.
  • The selection process involves shortlisting based on academic credentials and either the Aptitude Test (administered by HEC) or an interview. Applicants who are already receiving or have previously received any HEC or Government of Pakistan scholarship are not eligible to apply.
  • Applicants must meet the required academic qualifications by the application deadline. Those with foreign qualifications must provide an equivalence certificate from IBCC Pakistan or HEC Pakistan to the respective university.
  • This scholarship does not include MS/PhD in Clinical Medical Sciences. Applicants for PhD programs must have pursued the same field of study during their MS/MPhil.
  • Students must present valid identification, such as an original passport or electronic Tazkira, to be eligible to take examinations.
  • Applications will only be accepted online; hard copies or printed versions will not be processed. It is strongly recommended that applicants regularly check their email and the HEC website for updates, and submit their applications well in advance of the deadline to ensure timely assistance if needed.
  • HEC reserves the right to cancel or postpone the scholarship process at any point without prior notice or explanation.
