ACTED Afghanistan:

ACTED is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. ACTED provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Descriptions:

Job Purpose:

The Project Development Officer (PDO) contributes to the development of project proposals in line with ACTED’s global and in-the-country program strategy and ensures proper grant management, including timely reporting of project achievements to donors. The PDO facilitates internal communication and coordination with relevant departments and contributes to ACTED external communication strategy.

Duties & Responsibilities:

Supporting government liaison and filing :

  • Leading and assisting on registration of projects with relevant government departments and meeting government requirements including reporting.
  • Translating orally and in writing official documents received from government line agencies (Dari to English and English to Dari).
  • Producing and translating official documents provided to government line agencies for the purposes of project registration and reporting; 
  • Translating reporting materials, such as fact sheets, reports, meeting minutes and other public information documents;
  • Circulating and collecting official documents from the field teams;
  • Minute taking of external and internal meetings, as required;
  • Filing of project documentation (i.e. proposals, donor contracts and amendments, reports, communications with donors, etc.)

Contributing to the production of timely, accurate and analytical reports:

  • Working closely with the Project Development Manager, Technical Coordinators, Project Managers and FLATs teams to ensure the timely and accurate sharing of information related to project activities;  
  • Collecting, managing and consolidating data from the field to increase transparency regarding progress and enhance accuracy of reports, as required;
  • Assisting the Project Development Department for the accurate recording of Kabul coordination and sector meetings by drafting minutes of Weekly and Quarterly Coordination Meetings and project meetings (e.g. kick-offs, close-outs, etc.), as required;
  • Assisting the Project Development Department and Country Coordination in reviewing, compiling and filing capital, area and base minutes and reports, including PMFs;
  • Assist in addressing ad hoc donor, Cluster, partner or HQ requests.

Contributing to the development of project proposals:

  • Assist the Project Development Department and Technical Coordinators in conducting background reviews of internal and external contents for proposal development
  • Participate in project design brainstorming sessions
  • Support the collection of secondary data at capital and field levels
  • Contribute to proposal writing, as required

Contributing to internal and external communication:

  • Assisting the Project Development Department on the objective to improve internal communication between departments and between capital, area and base levels.
  • Assisting the Project Development Department in producing communication materials such as ACTED brochures, formal presentations on ongoing projects, success stories, articles, publications, etc.
  • Assisting the Project Development Department in developing an overview of project activities, ACTED’s involvement, on-going projects and future plans in ACTED’s programmatic and geographic areas of intervention.
  • Assist in drafting internal reporting formats to strengthen the reporting mechanisms between field and capital teams.

Assist in addressing ad hoc donor, Cluster, partner or HQ requests

Job Requirements:

  • Bachelor’s degree in management and communication
  • Development Studies, Business Administration, and other related fields
  • Development Studies, Business Administration, and other related fields.
  • Minimum 3 years of relevant experience with INGOs
  • Experience in development and management of project budgets
  • Project management skills
  • Experience of working in a project management environment and delivering complex work at fast pace to a high standard.
  • Competence in a range of project methodologies, utilizing a variety of tools
  • Experience using Microsoft Office package with sound proficiency in Word and excel
  • Good operational / project management acumen
  • Communication and presentation skills, to interact effectively with colleagues and stakeholders at all levels of the business
  • Resilient, adaptable to change, flexible, reliable, confident, assertive and self-assured
