About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Job Purpose

The HR Officer will be under the direct management of HR Manager – Recruitment & T&D and DM and will carry tasks and activities as per approved weekly/monthly action plan by HR Department. The post holder is responsible for recruitment and data management.

 

Mission 1: Facilitate the recruitment and onboarding process

  • Collect and file the updated job descriptions for vacancies
  • Prepare vacancies and advertise it internally (office board) and externally
  • Make sure all documents are completed and approve by HR Manager before opening a job vacancy (updated JD, approved RRF)
  • Receive applications, screen/longlist based on criteria defined in the vacancy/job profile, and share the screened application to HR Manager before share to hiring manager
  • Organize and inform candidates via (Email & Phone) for the test and interview date and time
  • Prepare employees personal file and make sure all data is available and approved by HR Senior Officer - Contracting
  • Keep update and communicate regularly with HR team for all recruitment process and stages
  • Conduct reference check and documents due diligence for the pre-selected candidates
  • Conducting and schedule induction briefing for new hired staff and make sure he/she receive a full induction briefing with all departments
  • Produce and submit reports on general HR activity, and attend regular meeting upon request by the line manager for the activities updates, exchanging information, idea and expecting advice.
  • Support HR Department on daily HR operations

 

Mission 2: HR Personnel Files Data Management

  • Prepare personnel file for newly hired staff and make sure all the documents are submitted according to standard HR checklist
  • Ensure all the personnel files are checked and the missed documents are identified to bring positive improvement on employee personnel files
  • Ensure memo and policies are stored in the professional and firm manner
  • Ensure all documents related to performance appraisal, individual pay rise, upgrading and promotion are completed before the staff signing the amendment contract

 

Mission 3: Staff Supervision and management 

  • Provides support, guide and regular management of cooks and cleaners
  • Update their JD, conduct and carry out appraisal interviews and performance management on timely manner
  • Leave management; ensure they are taking their leaves within the year
  • Regular communication, meeting and listen to their needs, questions and provide them feedback
  • Make they do their job in accordance to their JD and action plan
  • Support the cook for revision of menu and lunch costing management
  • Manage division of tasks between staff under supervision in case of absence of staff
  • Identify the training needs, and organize on the jobs training sessions and technical support for staff under his/her supervision

 

Mission 4: Accountability and transparency in HR

  • Ensure HR policies are respected in all steps of hiring and HR Planning
  • Make sure the HR services are take place in transparency, accountability, and integrity
  • Make sure all relevant documents and data for the base are in place and updated in regard to the HR department standards
  • Act as a point of contact to give feedback to all candidates who were not successful and raises their concerns

Job Requirements:

SKILLS & EXPERIENCES REQUIRED FOR THE JOB

Education (if relevant) and experiences expected

  • Bachelor degree in Human Resources, Business Administration and Management
  • At least 3 year prior experience in the similar position

 

Technical skills

  • Excellent communication and presentation skills
  • Has a good knowledge and understanding of the Afghanistan Labor Law and the context
  • Professional in written and spoken English.

 

Transverse skills

  • Team-building and training skills
  • Independent, critical mind and pro-activity
  • Strong analytical skills.

 

Managerial skills

  • Strong flexibility is required in terms of mobility & working hours
  • Ability to work with minimum supervision.
