Job Descriptions:

WatHab Engineer 1 plans, designs, and implements engineering humanitarian projects within the scope of the ICRC’s Water and Habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he coordinates with the stakeholders on the water programme and plans and facilitates activities with the respective teams for project implementations. In addition, S/he conducts support missions to the WatHab teams in the different ICRC offices in Afghanistan, monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he maintains a close working relationship with external stakeholders related to their programme/projects.

  • Prepares technical documents (assessments, reports, drawings, bills of quantities, contracts, etc.) for engineering projects (main activity will be oriented on the energy sector) using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary;
  • Identifies needs through assessments and surveys;
  • Carries out capacity building and keeps regular contacts with local authorities and communities.
  • Acts as focal point of the relationship with central and local urban and rural water authorities, namely DABS;
  • Supervises consultants and/or contractors working on studies and/or project sites;
  • Conducts quality control of acquired material and installed infrastructure;
  • Creates project files in electronic databases (such as Project and Activity Management application) and keeps them up to date;
  • Prepares implementation/progress/feasibility reports and studies;
  • Provides regular information to colleagues on security, stakeholder issues and site progress;
  • Manages project purchasing on labour and materials according to the delegation's financial rules;
  • Administers hand-over of ICRC-provided infrastructure to end-users;
  • Trains or organizes training for owners and end-users in the operation and maintenance of energy, and urban and rural water infrastructure;
  • Uses results-based management to evaluate project implementation.
  • Attends coordination meetings and discussion with the interlocuters and updates the Wathab department regularly.
  • Follows up with the stakeholders on the smooth implementation of the Wathab programmes.

Job Requirements:

  • University degree in in electrical or electromechanical engineering, or similar.
  • Excellent command (spoken and written) of local language(s).
  • Excellent command (spoken and written) of English.
  • Proficient in use of Microsoft Office Outlook, Word, Excel, and PowerPoint.
  • Proficient in use of CAD software, electrical design software
  • Good knowledge of Afghanistan electricity standards and structures.
  • Knowledge of Microsoft Power BI software is an asset.
  • Knowledge of project management software is an asset.
  • Additional certificate in mechanical engineering, environmental engineering, or hydrogeology is an asset.
  • 3-5 years' professional experience in a related field of activity e.g. water sanitation design, power generation, transmission, distribution, electrical networks design rehabilitation and/or construction.
