Job Descriptions:

Position Summary


The Human Resources and Procurement Officer will support the Operations Head in managing all HR and procurement activities at the RMO level, ensuring compliance with HH policies, procedures, and requirements. This role plays a crucial part in ensuring effective recruitment, staff management, procurement planning, and contract administration.

 

Key Responsibilities:

 

Human Resources Responsibilities:

  1. Recruitment and Onboarding:
    • Coordinate the recruitment process, including job postings, screening applicants, and conducting interviews.
    • Prepare employment contracts and ensure compliance with labor laws and organizational policies.
    • Prepare necessary administrative documents and issue conditional job offers.
    • Conduct reference checks, medical check forms, and work permit letters.
    • Facilitate the orientation and onboarding process for new hires.
  2. Staff Management:
    • Maintain personnel records and manage HR databases.
    • Monitor employee performance and conduct periodic performance reviews.
    • Address employee relations issues and provide guidance on HR policies and procedures.
    • Support professional development and training initiatives for staff.
    • Manage staff attendance records and oversee the daily check-up process.
    • Assist staff with leave processes and monitor leave plans and records.
    • Generate and prepare staff timesheets on a monthly basis.
    • Support in staff appraisals and capacity development initiatives.

 

  1. HR Policies and Compliance:
    • Develop and update HR policies, procedures, and employee handbook.
    • Ensure compliance with labor laws, regulations, and organizational standards.
    • Provide guidance on disciplinary actions and grievance handling.
  2. Benefits Administration:
    • Manage employee benefits programs (e.g., health insurance, leave entitlements).
    • Administer payroll and ensure accurate and timely processing.

 

Procurement Responsibilities:

  1. Procurement Planning:
    • Develop procurement plans in coordination with program managers.
    • Identify procurement needs and specifications for goods and services.
    • Lead procurement exercises to ensure best value for goods and services.
    • Provide technical guidance on procurement matters to the Operations Manager.
    • Advise on appropriate procurement mechanisms and prepare tender documentation.
    • Conduct tender evaluations, including pre-qualification of suppliers.
    • Negotiate with potential suppliers and finalize contractual terms and conditions.
    • Advertise procurement projects and evaluate offers from vendors

 

  1. Sourcing and Contracting:
    • Source suppliers and vendors based on cost, quality, and delivery timelines.
    • Prepare and issue procurement documents such as RFQs, RFPs, and bidding documents.
    • Negotiate terms and conditions with suppliers and vendors.
    • Maintain strong relationships with vendors and suppliers.
    • Monitor stock levels and identify purchasing needs.
    • Ensure compliance with procurement policies and procedures.
    • Track release orders and ensure timely delivery of goods and services.
    • Develop and maintain a database for procurement tracking and reporting.

 

  1. Procurement Process Management:
    • Manage the procurement process from requisition to delivery.
    • Monitor procurement activities and ensure adherence to procurement policies and procedures.
    • Maintain procurement records and documentation.

 

  1. Inventory and Asset Management:
    • Track inventory levels and manage stock control.
    • Ensure proper storage and maintenance of inventory and assets.
    • Conduct periodic inventory inspections and reconcile discrepancies.

 

  1. Compliance and Reporting:
    • Ensure compliance with procurement rules, regulations, and donor requirements.
    • Prepare procurement status reports and updates for management and donor.

 

Job Requirements:

Education:

    • Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or related field

Experience:

    • Minimum of 3 years of relevant experience in a similar position with a well-known INGO or UN agency, focusing on both HR and procurement functions.

Skills: 

    • Technical Skills: Proficiency in MS Office (Word, Excel, PowerPoint) and HRIS systems. Knowledge of procurement software and databases is desirable.
    • Communication: Excellent interpersonal and communication skills, with the ability to interact effectively with staff at all levels.
    • Problem-Solving: Strong analytical and problem-solving skills, with the ability to make sound decisions.
    • Teamwork: Ability to work collaboratively in a multicultural team environment.
    • Organizational Skills: Excellent organizational and time management skills, with attention to detail.

 

Languages: Written and spoken fluency in English and Dari and/or Pashto, both.
