About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Goal

Ensure that WASH program is implemented fully in accordance with the community , HF and schools needs and standards, in a timely manner and responsible for WASH system construction under this project at community level to the most vulnerable households in the province

 

Objective 1: Organize and manage the hard component of the program;

             Conduct the project technical assessment and analyses the date for site selection

  • Work with target communities to identify sites for water and sanitation construction, rehabilitation, ensuring the inclusion of women and people with disabilities in the siting of water points and sanitation facilities
  • To determine and assess the intervention for “cash for work” component
  • Preparation of drawings (AutoCAD) BOQ/Cost Estimates and Tender documents for all WASH infrastructures and cash for work activities
  • Help design and revise the construction/rehabilitation work-plan and monitoring plan
  • Ensure the hardware activities’ technical and financial follow-up
  • Develop the project’s construction planning, reporting and sustainability
  • Plan the activities on a weekly basis and organize the workers accordingly
  • Ensure the supervision of the programme hard component objectives and organize with other WASH team members
  • Regular technical follow-ups and evaluations in the field
  • Identify and anticipate problems or constraints during the project implementation and propose solutions or improvements for better performance
  • Coordinate with relevant Technical departments to ensure project activities are in line with AAH technical guidelines
  • Communicate with Program Manager on the implementation of activities to highlight challenges and ways forward
  • Plan the activities in order to respect the planning of the proposal and ensure that the program will not face delays and/or challenges
  • Design and ensure the maintenance and implementation of reporting and monitoring tools to keep track of Programme activities and ensure that all relevant documentation is produced and made available upon request
  • Develop design and drawing package for hard component activities with support of the Program manager and WASH DHoD/HoD
  • Coordinate activities with the other teams and sensitize communities in the field
  • Identify the beneficiaries’ technical training needs
  • Organize information meetings with community members to develop their knowledge
  • Ensure all data from the field are provided on weekly and on monthly basis
  • Respect Action Against Hunger (AAH) charter and perform any other related duties as required

 

Objective 2: Implement the project’s construction and rehabilitation activities;

  • Conducting technical assessment for water and sanitation infrastructures in project targeted communities and HFs with close coordination of the Program manager
  • Conducting technical assessment for “cash for work” component in project targeted communities with close coordination of the Program manager
  • Construction of water and sanitation infrastructure specially water supply networks (solar-powered and gravity-fed)
  • Conduct water quality testing for each water source identified for construction (before and after construction)
  • Prepare quality specifications for the construction materials for different types of WASH infrastructure
  • Prepare precise implementation plan for construction works
  • Ensure all required resources for every single construction project at community level are well estimated and planned for procurement
  • Ensure quality control within construction/rehabilitation work by providing necessary on the job training for foremen and skilled labor
  • Provide technical training and support to the Water Sanitation User Committee “WSUC) that function as the operation and maintenance (O&M) groups within communities
  • Ensure quality implementation of construction works with respect of specifications and timeline of implementation
  • Review and revise technical aspect for per designed water supply infrastructure before implementation
  • Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specification
  • Review and confirm the payment claims made by the construction company and assess the work executed for the release of contractor’s payment
  • Ensuring all sub-ordinate well informed about COVID19 status and its spread in target community on daily basis

 

Objective 3: Ensure regular communication with stakeholders

  • Develop contacts and explain to stakeholders and to populations about the activities and the objectives of the programs
  • Represent the organization to the beneficiaries with the agreement of the supervisor
  • Inform local authorities about all aspects of the programs
  • Involve and inform the communities in the implementation of the program
  • Work in collaboration with the stakeholders
  • Verify the work done at site and recommend for the payments to contractors cooperatives and casual labors
  • Ensure the appropriation of the different activities by the communities
  • Support the organization’s overall technical knowledge through collecting and promoting good practices and lessons learned

 

Objective 4: Ensure and respect security rules

  • Share the movement plan with security focal points on weekly basis
  • Make sure that the principles of work safety are followed by the workers as well as by the team
  • Respect security movement plan
  • Ensure that security procedures and guidelines and followed
  • Inform project supervisors and project staff about any security incident happened in the targeted area
  • Inform his/her line manager about any security incident in a timely manner
  • Follow up with the HAS department, Field Manager regarding security in the area of implementation and safety movement of the team

 

Objective 5: MEAL:

  • Support program manager on Monitoring, Evaluation, Assessment and Learning (MEAL) department to develop and finalize project WASH monitoring plan
  • Develop all necessary monitoring and supervision tools used for WASH projects.
  • Conduct regular monitoring visit to the project sites
  • Conduct regular monitoring visit to the “cash for work” project site
  • Follow the project indicators and monitor the WASH facilities (execution delays, quality of the facilities…) with AAH tools
  • Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
  • Participate in conducting KAP survey (baseline and end-line survey) with close coordination of WASH program manager and MEAL teams
  • Integrate MEAL recommendations into project implementation
  • Coordinate with the MEAL department and the feedback mechanism

 

  • Undertake any other task assigned by the supervisor

Job Requirements:

Qualifications

  • University Graduate (University degree at Civil engineering, Hydraulic, construction, Mechanical engineering and any other related fields)

 

Experience

  • Minimum 3 years of experience in national and/or international NGOs including at least 2 years in WASH programs

 

Background/skill required 

  • Good knowledge of geology, hydrogeology, civil engineering, water supply and water quality analysis
  • Construction skills in the field of water and sanitation
  • Excellent knowledge of project estimations and water supply systems design.
  • Understanding of solar-powered and gravity-fed water supply networks
  • Excellent organizational skills; ability to manage and prioritize tasks.
  • Good understanding of WASH standards and national guideline for construction work in rural areas
  • Excellent analytical/problem-solving skills and detail orientation
  • Good organization, planning and reporting skills
  • Good team interaction and positive attitude
  • Proficient in Auto CAD and Water CAD
  • Familiar with Word, Excel, and office full package
  • Ability to communication English languages
  • Fluent in local language  (both  written and spoken)
  • Familiar with the area of project intervention
