People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Summary:

PIN Afghanistan is seeking two experienced Agronomists to deliver a humanitarian response projects in Ghazni Province. The Agronomists will be will be responsible for implementing the agriculture side of the project in line with PIN project management quality standards. The Agronomists will implement projects in line with Core Humanitarian Standards and PIN policies and procedures, escalating risks and issues to the PM in good time. The selected agronomists will have strong technical understanding of humanitarian response, cash-based intervention, agriculture and food security programming, and proven experience successfully delivering cash and agricultural assistance projects in shock prone areas where access is sometimes a challenge.

Job Description:

The two agronomists will be key resources in the implementation of a livelihoods and WASH project funded by AICS aiming at reducing poverty among shock-affected populations in Ghazni. The main activities will concern procurement and distribution of agricultural NFIs, coupled by technical training for the selected beneficiaries and the targeted communities.

Main Responsibilities:

The Agronomist is responsible for, but not limited to, the following work areas and duties: 

  • Provide technical support inputs and agricultural extension services to farmers for the production handling of high-value agricultural and horticultural commodities.
  • Train farmers in new agriculture technology and horticulture techniques and methods to enhance productivity in the area.
  • Training of the female beneficiaries on the poultry production and implementation of the poultry activity.
  • Support the development of agricultural technical standards training manuals and other implementation tools for the development of agriculture.
  • Link farmers kitchen gardening poultry and livestock beneficiaries to the local markets to generate income.
  • Closely collaborate with the existing dairy farms and link the female livestock beneficiaries to these dairy .
  • Conduct extensive field visits monitor the progress of activities document lessons learned and best practices and ensure collection and compilation of M&E data and information from the field and prepare progress report.
  • Review the guidelines for operational strategies and implementation of demonstration in coordination with the other project team members.
  • Develop and update BoQs based on assessments, projects’ documentation and in-country guidelines.
  • Provide guidance to the project teams and partners in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan.
  • Review and update PIN Afghanistan technical manuals and SOPs relevant to the field of livelihoods and NRM.
  • Participate in regular progress review meetings with the team to ensure the project is being implemented as per agreed work plans, SoPs and BoQs.
  • Manage the livelihoods team ensuring contractual and project commitments are met on a timely manner and in line with donor and PIN guidelines.
  • Ensure the reporting and information flow between provincial level and country office is done on a timely and quality manner.

Job Requirements:

  • At least 2 - 3 years of progressive work experience in similar roles in the field of food
  • Bachelor Degree in Agriculture Horticulture Agronomy or Agriculture Extension
  • Experience in agricultural marketing and business linkages; delivery of field level extension activities; organizing training and delivery; and training received in related subjects
  • Experience in developing agriculture/horticulture-based training curricula agriculture
  • Understanding on research and survey methodologies designing and implementing food security and nutrition survey value chain study and market assessments are required
  • Demonstrated understanding of project management principles 
  • Proven experience in managing humanitarian livelihoods assistance activities
  • Proven experience in developing BoQs and technical SOPs for agriculture projects in remote areas
  • Proven capacities in carrying out capacity building activities for the staff
  • Proficiency in Pashto and Dari
  • Working knowledge of English preferred
