About Union Aid:

Union Aid (UA) was established by a group of Afghan philanthropists and social activists in July 1979 in Peshawar, Pakistan. Union Aid was serving Afghan Refugees and host communities living in/around refugee camps through various projects in three main sectors; health, education and skill development. UA has been providing basic health services through hospitals, Basic Health Units (BHUs), labor rooms, provision of prosthetic limbs and first aid trainings. UA facilitated Afghan Refugees in education sector through providing formal basic and higher education, skill development programs for men and women, literacy centers and scholarships.

Union Aid is actively providing regular support in humanitarian & development sectors such as, Healthcare, Nutrition, Education, Scholarships, Technical Vocational Education Trainings, Family Support Programs, Emergency Response and Support, Livelihoods, Food Security, Shelter, Construction/Rehabilitation of community level infrastructures, Environmental Protection, and WASH.

Position Overview:

Under the overall leadership of the Executive Director, the Program Liaison & Reporting Advisor is the organizational lead in crafting performance monitoring, analysis, and reporting for the Union Aid Executive Director. He/she will have primary responsibility for ensuring the delivery of high-quality, evidence-based, results-oriented reporting on Union Aid's progress against strategic plan goals and objectives.

Through his/her role in strategic planning and corporate innovation, the program advisor's work will be directly related to the reputation and understanding of the organization's effectiveness vis-a-vis external stakeholders and the organization's management and accountability systems, strategic planning, program development, technical guidance and support.

Key Responsibilities:

  • Provide strategic advice to the Executive Director, on management and corporate strategic issues requiring his/her decision or response,
  • Conceptualize, develop, and promote strategies for effective and harmonized strategic planning, monitoring, and reporting across the Union Aid,
  • Contribute to developing and refining program strategies aligned with Union Aid's mission and goals,
  • Identify emerging needs and opportunities in the development and humanitarian sectors, particularly focusing on vulnerable communities, women, and children,
  • In cooperation with other relevant units, support the organization in and advise management on the development and rationalization of policies, systems, tools, and guidelines for strategic planning, monitoring, and reporting,
  • Identify and analyze opportunities and options and prepare policies, proposals, and statements as required by ED,
  • Ensure program designs incorporate best practices, and evidence-based approaches, and are tailored to the specific context and needs of target communities,
  • Provide technical expertise and guidance to project teams throughout the project lifecycle, including but not limited to sectors such as education, healthcare, livelihoods, and protection,
  • Conduct regular field visits to provide hands-on support, troubleshoot challenges, and ensure quality implementation,
  • Identify and analyze problems in the program and prepare recommendations for review and approval. Collect, analyze, assess, and summarize information relevant to the decision-making process and develop recommendations for final approval and implementation,
  • Facilitate capacity-building initiatives for Union Aid staff to enhance their skills and knowledge in program management, monitoring, and evaluation,
  • Foster a culture of learning and knowledge sharing within the organization,
  • Represent Union Aid, in relevant coordination meetings and forums at local, regional, and national levels,
  • Advocate for the needs of vulnerable populations, particularly women, children, and PWDs,
  • Develop appropriate reporting formats to meet all reporting requirements of the Project (s),
  • Establish a reporting schedule and ensure the timely submission of reports as identified,
  • Coordinate the finalization of donor reporting with Union Aid Senior Management.
  • Liaise with NGOs, UN, INGOs, Government, and other Hubs regarding the dissemination of reports and the accuracy of information included in visibility materials and publications,
  • Provide quality assurance to all reports and information produced by the project, including data validation, by editing and merging all reports,
  • Liaise with other sections of Union Aid Hub, such as Finance, Procurement, Health, and Operation, to obtain the necessary information and ensure the quality and accuracy of data that is being reported,
  • Establish and maintain effective relationships with stakeholders and undertake the necessary coordination to ensure the project (s) smooth implementation, and
  • To carry on other duties as required by the Executive Director.

Job Requirements:

  • Master degree in Public Administration, Public Health and/or management, national/international development, or relevant discipline,
  • Minimum of 5 years of experience in program management, preferably in the humanitarian or development sector in Afghanistan,
  • Skilled strategic thinker and excellent analytical abilities,
  • Proven track record of success in policy and strategy development and implementation,
  • Excellent analytical, communication, and interpersonal skills,
  • Fluency in English, Dari, and Pashto languages.
