Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

The project officer will report and work under the direct supervision of the area manager or program coordinator. The senior Food security & livelihood officer will be technically supporting the Project Officer. The project officer will also be responsible for the overall management of the project's implementation, coordination with the stakeholders at the provincial level, provision of technical instruction to the project team, in the field of community development.

Duties & Responsibilities

The Livelihood Officer will also perform the following tasks:

• Lead, guide, and supervise the work of the HEER project community development components in Herat province and ensure the implementation of all activities as per the project implementation plan.
• Prepare plans for effective implementation of the community development activities that targeted right holders to increase the resilience affected by disasters.
• Find effective strategies for that promote the social and economic empowerment of the women, men and other vulnerable community to enable their full and responsible participation.
• Work jointly with vocational trainers and trainees’ producer group members and entrepreneurs for providing technical supports in terms of identifying type of vocations enterprises and product design as per market demand.
• Visit male and female entrepreneur members to improve their products’ value and link them to local markets to sell their products.
• Conduct market linkage and value chain addition trainings for the graduated trainees.
• Identify exhibition opportunities for products and facilitate the trainees to participate in exhibitions.
• Prepare training modules to the individual producers and producer groups on marketing of their producer and linkages with market actors.
• Conduct and deliver marketing and Business development training to graduated trainees in target locations.
• Work closely and conduct regular meetings with graduated trainee’s entrepreneur’s business entities and market actors to promote the quality of products and sales and marketing.
• Work closely with vocational trainers and trainee’s producer group members and entrepreneurs for providing technical supports in terms of maintaining proper bookkeeping system.
• Perform any other duties as required by the area manager and senior program technical team.
• Provide project periodic reports (monthly, bi-annual, and annual) for the assigned province.

Expected Results:

• Lead HEER project community development intervention at the province level.
• Mapping and Assessment report of existing livelihood assistance, and socio-economic aspects, describing ways in which they are integrated into the sub-national development planning process.
• Facilitation consultations and dialogue to formalize partnership agreements and contributions to project implementation
• Community resilience is strengthened

Qualifications required:

• Bachelor’s degree in agriculture, Social Science and other related field.

Experience and Skills Required:

• Bachelor’s degree with at least 3-5 years of relevant experience.
• Proven experience in conducting need assessments, feasibility studies, and market related activities.
• Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
• Experience in working with local government or NGOs on agriculture/livelihood-related activities in remote areas of Afghanistan.

Language Requirement:

• Fluency in Pashto, Dari, and English is required.

Computer Skills:

• Good working knowledge of computer applications (MS Office,  outlook, internet etc. )
