About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Job Purpose

Under the direct supervision of the Food Security and Livelihood deputy program Manager, the agriculture officer will be responsible for the implementation of all aspects of the FSL activities in all targeted districts in Badakhshan province.

 

Mission 1: Implementation of Agriculture activities in targeted communities:

  • Ensure beneficiaries’ selection is done in a smooth and transparent manner.
  • Identifying the most vulnerable potential beneficiaries through community sensitization/community consultation
  • Note down meeting minutes with CDCs and district authorities and file them along with beneficiary selection forms.
  • Prepare the distribution documents and other items needed for the distribution and identify a proper distribution center suitable for both males and females.
  • Able to monitor the ongoing activities at the field level.
  • Able to monitor and have regular visit from the implementation of project activities
  • Conduct sensitization and mobilization training to the communities before each distribution
  • Conduct various technical field information about the distribution for the beneficiaries and provide them technical advises on a regular basis.
  • Ensure accountability towards beneficiaries, especially through the distribution of hotline cards and explanation of the complaints and feedback mechanism
  • Explain the project’s activities and objectives to local partners and communities and please make sure no expectations are created before the assistance delivery and distribution.

 

Mission 2: Represent ACF

  • Report to line manager about any problems and constraints during the implementation of activities
  • Report the activities on a daily, weekly, and monthly basis to the FSL PM
  • Keep all the records of the activities, input delivery /supply and ensure the quality and quantity of inputs according to the ToRs
  • Participate in each step of the activity under the targeted project components and give feedback and update to line manager
  • Organization of the distribution site for agriculture inputs or voucher programming
  • To avoid potential negative implications of protection considerations should be incorporated protection instruments during the distribution
  • Any other official tasks assigned by the supervisor.

 

Mission 3: Be available for any other activities according to the program's needs

  • Participate in food security department meetings if requested
  • Analyse and build on experiences to share the lessons learned
  • Propose new directions for the project to the FSL PM
  • Weekly update report and progress to the line managers

Job Requirements:

SKILLS & EXPERIENCES REQUIRED FOR THE JOB

Education (if relevant) and experiences expected:

  • Bachelor's degree in agriculture or related field of food security.
  • Minimum 3 years of working experience as an FSL officer (food security initiatives focused) position in a local or international organization.

 

Technical skills:

  • Training needs assessment and training module development skills.
  • Conducting training and skills transfer.
  • Contribute to training manual development.
  • Knowledge of cash-based intervention.
  • Unconditional cash, general food, and in-kind distribution skills.
  • KoBo usage and data collection skills.
  • Data management and data analysis skills
  • Proven experience in sensitization and awareness-raising.

 

Transvers skills:

  • Communicable in English, fluent in Dari and Pashto.

 

Managerial skills:

  • Communication skills both oral and written
  • Adaptability
  • Strong previous experience in mobilization and problem-solving skills
  • Sense-making of the project to stakeholders to engage and involve them in project implementation.
  • Team working.
  • Critical thinking
