People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by a free society, poverty, lack of education, or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2024) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured a 24-month Educations in Emergencies project funded by ECHO. The project will establish 150 CBE to provide education opportunities to 5,250 out-of-school children through one national partner across Wardak and Samangan provinces. The project will also support 1,350 HHs with emergency cash distribution.

Job Descriptions:

  1. Purpose of the Role

The purpose of the Field Assistant role will be to work closely with the Programme Manager and implementation team to support administration and delivery efforts towards achievement of the intended results of PIN’s ECHO-funded EIE intervention in Samangan and Wardak provinces, in line with the project work plan, proposal, ECHO’s standards and PIN policies, procedures and quality standards. 

  1. Responsibilities and Duties  

A. EiE-related duties  

  • Be responsible for field administration of project activities in communities that you are assigned to 
  • Support the Project Coordinator and MEAL team in the monitoring of the activities implemented by the partner organization.
  • Ensure communities are regularly informed about PINs Community Feedback and Response Mechanism, safeguarding and accountability messaging.
  • Support partner organization in organizing distributions in classes and provide oversight of these distributions to make sure that they follow PIN’s standards, escalating any issue to the Project Coordinator and Programme Manager.
  • Be responsible for checking the quality of items to be distributed to make sure they are in line with the approved standard before they are distributed, raising any issues with the PM immediately. 
  • Support the partner organization in delivering training for teachers and Shura members and monitor the conduction of the trainings to make sure that they follow CBE and PIN’s standards.
  • Support the MEAL team in the monitoring visits, verification efforts, and advocacy efforts to support accountability to supported persons.
  1. Emergency Cash Distribution related duties
  • With the Project Coordinator, engage with local community structures and beneficiary selection committees to initiate and secure community acceptance 
  • Under the direction of the Coordinator/PM and in line with beneficiary selection guidance, CHS and other operating procedures undertake house-to-house visits and conduct FGD to identify eligible project beneficiaries 
  • Ensure accurate and timely collection of quality data in a transparent and respectful manner, including guaranteeing that data is uploaded at the end of each day’s work and numbers reported to the Project Coordinator  
  • Respect the confidentially of peoples’ personal data and information in line with PIN policies 
  • Support the Project Coordinator in communication with selected beneficiaries to ensure they are aware of how to and able to receive their assistance in a safe and timely manner. 
  • Support the Project Coordinator in the preparation of project distribution sites, observing all Covid-19 and security protocols always and supporting the clear and accessible messaging of PINs CFRM and protection against sexual exploitation messaging. 
  • Under the supervision of the Project Coordinator/PM, play a key role in the distribution of assistance to beneficiaries in line with PIN SOPs and core Humanitarian Standards and maintain protection measures for community members, beneficiaries, and staff members, and distribution day protocols.  
  • Ensure accurate recording of distribution data and information at the end of each day’s distributions. 
  • Raise any challenges or problems with the Team Leader in an appropriate way and in good time. 
  • Be able to remain calm under high pressure and resolve beneficiary questions and concerns in a calm and respectful manner

 

Job Requirements:

  • University Degree, preferably in fields related to the position (education, social work…)
  • Minimum 2 years demonstrated experience implementing EIE projects in Afghanistan; 
  • Experience in working with national partners;
  • Proven experience working with education institutions and/or stakeholders in Afghanistan 
  • Excellent communication and negotiation skills, including listening; 
  • Demonstrated patience, enthusiasm, and strong interpersonal skills 
  • Attention to detail, ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members. 
  • Adaptability with sound professional judgment and decision-making skills; 
  • Ability to work independently; 
  • Willingness to take responsibility for assigned responsibilities; 
  • Fluent in English, Dari and Pashto – written and spoken; 
  • Proficient in the use of Microsoft Excel and Word;
