The Norwegian Afghanistan Committee (NAC) is a member-based solidarity organization that has been working in support and solidarity with the Afghan people for more than 35 years. The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Basic Role: The basic role of this position is the effective planning, designing, estimating, and implementation of emergency cash support for rehabilitation/repair/construction of water management infrastructures. The post holder will ensure that project activity is well understood and accepted by the target community and based on standards and guideline also ensures that the best approach for effective and standardized project implementation considering rehabilitation/repair/construction of water management infrastructures is in place.
Specifically, project engineers will have the following responsibilities:
Direct program implementation:
Conduct technical survey for the identification of infrastructure project sites in close coordination with provincial senior engineer
Prepare sub-project proposals, BoQs, design and drawings
Actively attend community mobilization sessions, project site selection & beneficiary selection process additionally attend district and community level meetings
Overall responsible for the implementation of infrastructure projects at the district level
In close collaboration with provincial senior engineer, make sure to involve community members, CDC, district authority and provincial line departments from the planning and implementation to closure stages of the projects
Make sure to have a very strong communication and coordination with government line departments and any other NGOs
Prepare project sites for the donor’s technical visit and accompany during their mission
Conduct a need-based meeting with stake holder at district and provincial level, and keep them on loop of progress, challenges and project implementation process
Conduct field mission, project progress and project completion report and draft long and short stories
Assist M&E unit to conduct project data collection
Prepare all financial related documents and submit to provincial senior engineer for the review
Make sure to have a very strong documentation of all activities within office and project site
Assist the M&E unit in drafting success stories
Any other task assigned by the supervisor based on upon to need
Supervision:
Facilitate project and activities information at all events
Prepare and implement action plan for quality monitoring
Facilitate project and activities information at all events such as training and workshops
Reports and coordination:
Coordination about the NAC’s activities under the agriculture project and building effective coordination and cooperation among all stakeholders
Preparing monthly daily, weekly, and monthly reports to the line manager, and providing the weekly expenditure reports to the provincial senior engineer
Data collection and writing periodic reports weekly, bi-weekly and monthly reports, besides the distribution reports
Reporting directly to Provincial Senior Engineer
Language requirements, if any:
Local language with preferred English
Qualifications Required:
BA in civil/construction/hydraulic structure engineering.
Preferred working experience in implementing watershed management projects, cash for work, small-scale irrigation infrastructures, and community development projects
Preferred those who were part of food security project.
Relevant experience in environmental and social safeguards
Local candidates will be preferred
Available to travel within target districts and out of province if required by organization.
Work Experience:
At least three years of work experience in implementing watershed management projects, cash for work, small-scale irrigation infrastructures, and community development projects
Skills:
Good training skills on DRR and construction topics
Working in emergency teams
Being part of assessment team
Good skill of coordination and cooperation with local communities
Should understand local norms and culture
Computer software literacy in M.S Office, AutoCAD, WATERGEM
Familiarity with GIS, GPS, Total Station, Leveling Machine
