This is a full-time, grant-funded WASH, Nutrition and health Projects Manager position based in Badghis Province. The incumbent will be responsible for providing the leadership for implementation of AHF projects Integrated WASH, Nutrition and Health in selected districts of Badghis province. Working under the leadership of Zonal Manager. The Projects Manager will be responsible for the overall management, coordination, and implementation of the projects. He/ She will ensure the projects activities are delivered on time, within budget, and to the highest quality standards, while adhering to donor requirements and organizational policies She/he will be also responsible for supervision of the projects staff and provides second level supervision to the relevant staff under this project.

- Leadership:
- Demonstrate World Vision’s core values, vision and mission in all aspects of the role.
- Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the Project.
- Provide leadership and direction to the overall projects staff both WASH& Nutrition emergency response and Health care services.
- Create a learning environment in which staff regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.
- Ensure that staff and partners understand and follow the World Vision (WV) child protection policy and that awareness-raising on child protection, response and incident reporting is occurring.
- The project delivers its emergency activities to poor and vulnerable community members at high quality and optimum cost, in a responsive but dignified manner.
- All positions in the project are filled.
- Project has key documents in place including a Detailed Implantation Plan which is known and followed by all project staff.
- Periodic review meetings are done and minutes of these meetings documented with clear action points
- All project staff sign the WV CP policy and are aware of incident reporting protocols.
Project Management (Quality Implementation)
- Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities.
- Ensure that the program systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards.
- Ensure appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to.
- Ensure clear understanding of project assumptions by all project staff to aim at effective and timely achievement of project goals, outcomes and outputs.
- Ensure that all terms and conditions agreed in the signed MoUs with donor and government departments are adhered to throughout the life of the project. Ensure that all project activities meet core humanitarian and government standards.
- Manage and mitigate any risks within the Project that could have financial, Human Resources (HR) or Legal consequences or negatively impact ministry or World Vision reputation.
- Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
- Provide managerial guidance and support to the project staff to implement the project components timely and smoothly.
- Prepare and submit procurement plan in close coordination with the team.
- Make sure project implementation process have been coordinated with all stakeholders both internal and external
- Ensure that acceleration plans will be taken, whenever there is delay in the processes
- Make sure that projects activities are moving forward according to the cash flow, and make the necessary revision if proportionality is missing.
- Make sure projects log frame, ITT, and budget have been reviewed regularly
- Ensure that, projects progress have been monitored by relevant departments both internally and externally
- Make sure that, MEAL’s and sector’s findings from the projects activities have been addressed and corrective action has been taken timly
In coordination with WV Afghanistan’s Programs Department, regularly monitor and evaluate the progress of the project.
- Project conducts field finance reviews which are documented with follow up mechanisms for action points.
- Project staff have detailed work-plans linked to outputs and project outcomes. Project staff are aware and adhere to WV regulations during project implementation.
- No costs are disallowed by the donor due to non-adherence to WV and donor regulations
- Project evaluation completed.
- Signed MoUs with government, timely reports submitted to donors, government and relevant clusters.
- No reports of harm in communities as a result of WV project activities.
- Procurement plan completed and shared with procurement team
- Responses provided to the project activities are coordinated with Government line ministries (MRRD and MoPH).
- Documentation and Reporting:
- Ensure proper documentation of project processes is upheld, i.e. technical documents, beneficiary lists, MHNTs related report and working with all stakeholders
- Prepare and submit timely and period reports (monthly, quarterly, six months), management reports, WASH and health related report.
- Ensure that projects have been registered to the government platform and introductory letters have been obtained
- All information, data and reports generated in this project belong to WVI. Therefore, it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.
- File all contracts and agreement with communities.
- Under the guidance of MEAL Coordinator, establish the Complaints response mechanisms (CRM) at community level.
- Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.
- Ensure that, projects report to the donor have been submitted as per the request and timely
- Make sure that, project closeout documentation has been done properly and the documents have been handed over to the management completely

- Team Management:
- Supervise and support WASH, Nutrition and health projects team members, providing guidance, mentoring, and capacity building as needed.
- Coordinate and implement new employee project orientations and trainings
- Foster a collaborative and positive work environment.
- Ensure that the team adheres to organizational policies and procedures.
- In coordination with P&C, maintain accurate employee data files and oversee completion of routine issues such as contract renewals, leave, salary adjustments.
- Identify staff capacity needs and undertake pro-active on-the-job training to strengthen their capacity to deliver interventions.
- Make sure a collaborative environment has been created among the staff
- Make sure to delegate staff as per their experts and knowledge to support one another
- Ensure that team has the motivation to show up the flexibility to take more responsibility
- All project staff hired in a timely manner and received orientations.
- Staff performance reviews conducted on a quarterly basis, with constructive feedback provided.
- Employee contracts, leave, and salary arrangements taken care of.
- Financial Management
- With support from WV Afghanistan’s Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise.
- Make sure that project budget lines are on track as per the activities and bring realignment and revision if needed with proper consideration of coordination and communication with relevant departments
- Monitor project expenditures to ensure alignment with the approved budget.
- Prepare financial reports in accordance with donor requirements and organizational policies.
- Make acceleration plan if there is any underspending
- Ensure proper financial documentation and accountability.
- The project spends accordingly to the approved budget.
- Security
- Ensure that organizational security measures and directives are integrated into project.
- Alter project methodologies as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
- Monitor the security situation daily, report as necessary and adjust national staff travel plans as required.
- The project records minimum security incidents due to adherence of WV’s SOPs
- Project amendments emanating from changing security environment are communicated and approved by the donor
- The project team remain in constant communication with the Security department.
Other
- Adhere to WV Child and Adult Safeguarding policy and standards.
- Adhere to WV accountability standards.
- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan in Badghis.
