Project context & objectives
The Mine Action Technical Cell (MATC) a UN Mine Action Service (UNMAS) supported project, plays a pivotal role in coordinating humanitarian mine action efforts. MATC provides vital technical support in areas such as Quality Management, Operations Coordination, Information Management, Planning and Priority setting, Gender & Diversity Inclusion, as well as Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) services to the Mine Action Programme of Afghanistan (MAPA) and Directorate of Mine Action Coordination (DMAC).
Role objectives
● Assist in the MAPA gender and diversity mainstreaming strategy implementation and monitoring mechanism including bi-annual reviews towards the achievement of the strategy.
● Be responsible for developing new plans, strategies, and policies related to gender and diversity mainstreaming within MAPA.
● Facilitate and advocate for awareness and capacity building on gender mainstreaming within MATC and across MAPA.
● Coordinate within MATC different departments all activities that relates to gender mainstreaming.
● Assist relevant MAPA IPS in developing the gender mainstreaming action plan, and in coordinating and monitoring gender mainstreaming activities within MAPA.
● Provide technical assistance to MAPA stakeholders on gender-related activities.
● Participate in reviewing mine action-related project proposals from a gender perspective.
● Prepare highlight reports, case study, periodic monitoring, and progress reports as required by MATC management.
● Support MAPA organizations in developing gender mainstreaming action plans based on the findings monitoring/assessment report and the MAPA gender mainstreaming strategy.
● Document best practices and lessons learned on effective gender mainstreaming and share these insights with relevant stakeholders.
● Attend gender and diversity related workshops, meetings and represent MATC in gender and diversity initiatives and related fora.
● Prepare a mentoring workplan and follow up of any training opportunities on gender and diversity concepts and practices for MAPA IPs.
● Benchmark UNMAS policies and practices to achieve gender and diversity aims.
● Obtain and collect data or information about gender and diversity issues and support MAPA IPs in collecting SADDD.
● Participate in Community Impact Evaluations across the country, as required.
● Ensure gender and diversity considerations are properly mainstreamed by MAPA IPs within the organization structure, policies, operations and proposal development.
● Conduct gender and diversity analysis at organizational level to identify gaps and areas for improvement.
● Any other task assigned by the project Coordinator.
Expected output
The Gender & Diversity Manager will be responsible for the integration of Gender and Diversity considerations in activities and operations implemented by MAPA IPs, including at the proposal development stage. The Gender and Diversity Manager will work under the direct supervision of the MATC Project Coordinator.

Qualifications required
● Bachelor’s degree in sociology, social science, development studies or other relevant areas with two (02) years of experience in gender equality programming development and implementation of gender and diversity mainstreaming activities.
● Knowledge of Ms Office programmes and internet is required.
Fluency in English and local languages (Dari and Pashtu) is required
Other qualifications
● Gender and diversity related qualifications or trainings would be an added advantage
● Experience in strategic planning and communication strategy implementation is desirable.
